Rafael Paz, a specialist in governance and public management who previously served as director of competitiveness for the Dominican Republic, argued in an opinion column that the panic sweeping the world over artificial intelligence is real, but that it is not the danger the Dominican Republic should fear most. The country's own risk, he wrote, is not having enough trained people to understand the technology at all.
Paz opened by noting that a message from Jacob Coxon explaining why he left Anthropic, one of the companies developing the world's most advanced artificial intelligence systems, had drawn more than 150 million views. Coxon had also worked at OpenAI. According to Paz, Coxon's warning was unsettling: the people building these systems are moving toward machines potentially more intelligent than humans without yet knowing how to guarantee they can be controlled.
Warnings from inside the industry
Paz wrote that the story did not begin with Coxon. Elon Musk has spent years warning about existential risks tied to artificial intelligence, and in February, Mrinank Sharma, who led safeguards research at Anthropic, also resigned.
Then, Paz wrote, came July. During tests involving roughly 1,200 OpenAI agents, the systems managed to exceed the limits set for the experimental environment, organized a communication channel that accumulated about 70,000 messages, and went on to breach Hugging Face, the machine-learning platform. Anthropic and Meta reported similar incidents, and the United Kingdom's AI Safety Institute documented 19 unauthorized actions during its evaluations. Paz said this was not a machine rebellion, but something had shifted: loss of control was no longer just a hypothesis about the future but was becoming an experimental problem.
More than 1,100 employees at OpenAI, Anthropic, Google and Meta signed a statement in July called Pacing the Frontier, demanding mechanisms to slow development if safety required it, Paz noted.
Bill Gates adds his voice
Paz wrote that Bill Gates then spoke up. On August 26, Gates wrote that there was no plan in place for entering the artificial intelligence era and that he would support a credible plan to slow its advance globally, warning about cyberattacks, bioterrorism, job losses, threats to critical infrastructure and loss of control. Two weeks later, Coxon resigned and, in Paz's telling, the panic went global.

Paz cautioned against confusing fear with evidence. A superintelligence capable of improving itself indefinitely does not yet exist, he wrote, and nobody knows whether the most extreme predictions will come true. What does exist, he argued, is a race: if one company slows down, another can keep going, and if the United States pulls back, China can press ahead, so that everyone understands the risk while still having an incentive to accelerate.
The Dominican Republic's STEM shortfall
That, Paz wrote, is the world's fear. His own is different. He said the Dominican Republic graduates around 8,700 STEM professionals a year in science, technology, engineering and mathematics, or about 790 per million inhabitants. China produces roughly 3.5 million, including 1.5 million engineers, while the United States graduates about 820,000 STEM professionals and India produces around 850,000 engineers, he wrote. China and the United States turn out approximately 2,550 and 2,400 STEM professionals per million people respectively, compared with the Dominican Republic's 790, according to Paz.
He added that just 15% of the country's graduates come from these disciplines, versus almost 38% in Costa Rica. What used to be a productivity gap, Paz wrote, is now a matter of sovereignty.
Banks, power grids and talent
Paz warned that banks, power grids, telecommunications networks, data centers and government systems will all face increasingly powerful technological capabilities, and that defending them will require engineers, scientists, mathematicians and specialists able to understand, audit and confront those systems. Sovereignty in the 21st century, he wrote, will also mean energy, data, computing capacity and talent.
Only time will tell whether artificial intelligence turns out to be the most fruitful and transformative of human inventions, Paz wrote, or whether, like the biblical Tower of Babel, it becomes another expression of human pride, one in which the reach for the heavens ends up producing something that makes people smaller. But for the Dominican Republic, he argued, the immediate danger is not that machines become intelligent enough to subjugate people. It is not having enough trained Dominicans to understand them, and treating as science fiction a revolution that others are already turning into power.
Paz closed by invoking the device that gives the column its title: in ancient theater, deus ex machina described a god appearing from a machine to resolve what humans could no longer solve themselves. Without urgent action, he wrote, the Dominican Republic risks a similar ending, needing intervention it cannot provide on its own, and he noted that the country's performance in the international PISA education assessment is not a good omen.
