The Temporary Commission of Inquiry of the Verkhovna Rada examined halted residential construction projects in Kyiv during a recent meeting. The inquiry focused on two representative cases located on the left and right banks of the city.
Frozen construction projects in Ukraine can sit idle for up to a quarter of a century. In one case, 130 families invested their savings into a development in 2002 and still have not received their housing. Over the past two decades, children grew up and some original investors passed away without receiving keys to their apartments.
Stalled Developments and Client Withdrawals
To demonstrate the difficulty of completing unfinished sites, a development company highlighted a building where work started in 1998. The project remained unresolved for nearly 20 years until the company conducted a detailed study of the site in 2016 at a 37 percent completion level after the client withdrew from the project.
