Police in Bashkortostan have detained a 19-year-old Russian man for allegedly helping phone scammers run mass fraud operations across Russia.

Officers seized 450 SIM cards from various mobile operators, along with computer hardware and mobile phones, during a search of the suspect's residence.
The press service of the Ministry of Internal Affairs of Russia for the region confirmed the arrest and stated that the young man had confessed to his involvement. A local court has ordered him held in custody while investigators work to trace other participants in the criminal network.
Caller ID spoofing scheme
According to police, the 19-year-old operated specialized telecommunications equipment and a massive bank of SIM cards to obtain unauthorized access to protected data. The system enabled fraudsters to launch automated mass calling campaigns targeting residents throughout the country.
The equipment allowed scammers to use caller ID spoofing, making incoming calls appear as though they originated from legitimate financial institutions, government agencies, or commercial organizations. Fraudsters used these deceptive calls to manipulate victims into transferring funds.
Investigators also reported that the suspect acquired a virtual bank card registered under another person's name in February 2026, which he subsequently used to execute illegal financial transactions.
Criminal charges and background
The suspect faces prosecution under three separate provisions of the Criminal Code of the Russian Federation. Authorities opened cases under Article 187, which covers the illegal circulation of payment instruments, and Article 274.4, concerning the illegal transfer of subscriber telephone numbers. He also faces charges under Article 174.1, which penalizes the laundering of money or property obtained through criminal activities.

Bashkortostan, also known as Bashkiria, is a federal republic situated in western Russia between the Volga River and the Ural Mountains.
Russian law enforcement agencies have intensified efforts against telephone fraud hubs operating across the country. The arrest in Bashkortostan follows a separate recent operation in Moscow, where authorities dismantled a major telecommunications node used by phone scammers.
