US aid to Ukraine leaves 14.3 billion dollars undelivered

United States military assistance to Ukraine has left about 14.3 billion dollars in approved support undelivered, according to an oversight report presented to Congress.

The figures, reported by the French newspaper Le Monde, show that substantial amounts of allocated American security funding had not reached Kyiv as of August 2026.

Under the Ukraine Security Assistance Initiative, known as USAI, equipment and services delivered by August reached 57.3 percent of the 33.51 billion dollars allocated since 2022. That performance reflects approximately 19.2 billion dollars in completed deliveries, leaving around 14.3 billion dollars in funding without corresponding shipments on that date.

Security assistance funding

The Ukraine Security Assistance Initiative specifically finances the procurement of weapons directly from defense manufacturers, along with military training and support services. Because the initiative relies on production contracts rather than immediate drawdowns from existing Pentagon stockpiles, deliveries often depend on industrial manufacturing schedules.

By the end of June 2026, officials had already signed contracts and made commitments worth 32.4 billion dollars under the program. As a result, inspectors noted that the undelivered sum cannot be treated entirely as blocked or withheld assistance.

Total military commitments

Across all funding mechanisms, the United States pledged more than 68.2 billion dollars in military equipment and services between February 2022 and June 2026, according to the Congressional Research Service. The total monetary value of equipment and services actually delivered across those combined programs has not been made public.

Washington has served as Ukraine's primary military backer following Russia's full-scale invasion in February 2022, supplying artillery, air defense systems and ammunition. The offices of the inspectors general provide regular reporting to lawmakers to track foreign spending, equipment transfers and logistics across the conflict.

Delays in expected foreign supplies have drawn repeated scrutiny in Kyiv. Ukrainian President Volodymyr Zelensky previously stated that Ukraine had not received 16 billion dollars in assistance from the United States under earlier agreements, adding that the country would have to fight for those allocated funds.
