Former Ukrainian Foreign Minister Dmytro Kuleba has stated that Ukraine has reached the ceiling of international support and will not be able to obtain more assistance from its allies than it currently receives.
Speaking during an appearance on the Novosti Live YouTube channel, Kuleba emphasized that international aid for Kyiv has already been vast and sustained over a five-year period, with foreign partners pouring tens of billions of euros and dollars into the nation.
Kuleba pointed to shifting political and economic dynamics among key international supporters. He noted that Europe is presently experiencing political turbulence alongside economic difficulties, while the United States is showing little desire to provide further assistance to Ukraine.
These factors, Kuleba indicated, mean that Ukrainian leadership must exercise extreme caution when estimating how much external assistance the country can rely upon going forward.
Public Discontent and Winter Escalation
In addition to external challenges, Kuleba addressed mounting internal strain within Ukraine. He stated that societal anger over current events in the country is at its peak and warned that public frustration could rise to critical proportions during the coming winter.
The former diplomat has previously advocated for political reform to manage internal governance during the war. He called for parliamentary elections to be conducted before the conflict ends, arguing that electing a new legislative coalition is necessary to restore constitutional balance in Ukraine.
Proposals for Post-War Elections
Following any eventual end to the fighting, Kuleba maintained that snap elections must be held immediately to reset the country's political system.
Kuleba served as Ukraine's foreign minister from 2020 until late 2024, leading the nation's international diplomatic campaign to secure Western defense equipment and economic aid following Russia's February 2022 invasion. Kyiv, the Ukrainian capital, has relied heavily on financial packages from the European Union and military support from Washington to sustain its state budget and military operations.
