United States Treasury Secretary Scott Bessent warned Russian Finance Minister Anton Siluanov at a G20 summit that no economic sanctions relief is possible until Russia ends its war against Ukraine.

The encounter occurred on Monday, August 31, during the Group of 20 summit held in North Carolina. It marked Siluanov's first in-person attendance at a G20 meeting since Russia launched its full-scale invasion of Ukraine.

According to a source cited by Reuters, when Siluanov attempted to discuss potential areas of mutual interest between Russia and the United States, Bessent interrupted him. The source said Bessent told his counterpart that nothing is possible until the war concludes.

A second US official told Reuters that the main topic of the conversation between Bessent and Siluanov was the peace plan for Ukraine proposed by US President Donald Trump.

The Russian Ministry of Finance provided a different account of the exchange. In an official statement, the ministry stated that the two officials discussed financial cooperation within the framework of the G20.

The United States Department of the Treasury is responsible for managing federal finances, collecting taxes, and enforcing international economic sanctions. Following Russia's invasion of Ukraine, the United States and its allies established severe financial restrictions designed to disconnect Russian institutions from the international banking system, freeze foreign assets, and limit state revenues.

European Objections and Photo Boycott

Siluanov's presence at the North Carolina summit drew criticism from European ministers. The New York Times reported that several European ministers expressed frustration over the decision to allow the Russian official to participate in the gathering.

German Vice Chancellor and Finance Minister Lars Klingbeil, along with several European colleagues, threatened to boycott the traditional group photograph of G20 ministers if the Russian official was included. As a result, The New York Times reported, Siluanov did not take part in the group photo.

Germany represents the largest national economy in Europe, and its vice chancellor and finance minister helps direct European financial strategy and sanctions coordination. European Union member states have consistently aligned with international diplomatic measures intended to condemn military aggression and maintain diplomatic isolation of senior Russian leaders.

Western representatives have previously attempted to strictly limit contacts with Russian officials at international forums. In 2022, former US Treasury Secretary Janet Yellen and other G20 representatives walked out of sessions when Russian delegates spoke.

Diplomatic Isolation and G20 History

Siluanov last participated in person in a G20 finance ministers meeting before Russia's full-scale invasion of Ukraine. In April 2022, he joined a session online, during which several Western ministers left the room in protest against the participation of the Russian representative.

Russian dictator Vladimir Putin last personally visited a G20 summit in 2019 in Japan.

Recently, US President Donald Trump spoke positively regarding the possible participation of Putin in the G20 summit scheduled for December 2026 in Miami.

The Group of 20 serves as the principal global platform for economic policy discussion among nineteen major individual economies alongside the European Union and African Union. G20 ministerial meetings take place throughout the year under the leadership of the host presidency to negotiate financial agreements, address global debt stability, and prepare the agenda for the annual summit of world leaders.
