Andrei Klychkov, the governor of Oryol Oblast, has urged residents to report suspicious individuals who have a speech accent or appear unfamiliar with the local area.
The appeal asks citizens to monitor strange people, unusual objects, and potential locations that could be used by covert groups across the western Russian region.

Klychkov urged citizens to remain alert for suspicious individuals who display a speech accent and appear poorly oriented in their surroundings. The official guidance asks residents to report stopping places or campsites located in forests and abandoned buildings that show fresh traces of recent occupancy, including leftover food scraps and foreign-manufactured packaging.
Furthermore, the regional checklist includes camouflaged cameras, portable radio transmitters, unmanned aerial vehicles, and hidden caches or stashes containing equipment and property.
Identifying Potential Threats
In explaining the warning, Klychkov stated that enemy forces are continuing persistent attempts to inflict damage on Oryol Oblast. He said that hostile groups are targeting civilian infrastructure across the region and actively preparing acts of sabotage.
To respond to potential threats, the governor called on citizens to contact law enforcement agencies without delay. Residents who observe suspicious activity are instructed to call the Federal Security Service (FSB), the Ministry of Internal Affairs (MVD), or the 112 emergency telephone number. Klychkov cautioned citizens against approaching any suspicious sites or items closely.
Oryol Oblast is an administrative region located in western Russia, situated southwest of Moscow. Klychkov has served as governor of the region since 2017. The FSB functions as Russia's primary domestic security and counterespionage agency, while the MVD oversees the national police force.
Border Warnings in Northern Russia
The security alert in Oryol comes after similar warnings were issued in northern Russia earlier this summer. In June, residents of border areas within Murmansk Oblast were alerted to the presence of foreign sabotage and reconnaissance groups.
That Arctic warning applied specifically to citizens residing in the border districts of Kandalaksha, Kola, Kovdor, and Pechenga. Murmansk Oblast is located in Russia's far northwest and shares international borders with Finland and Norway.
