Ukrainian law enforcement officers seized a vehicle carrying stacks of cash in central Kyiv as part of an operation to shut down a large money conversion network, officials announced on Tuesday, August 25.

The Bureau of Economic Security of Ukraine and the National Police of Ukraine revealed that officers intercepted the vehicle on August 18 near the Olimpiiska metro station in the center of the capital.

Investigators stated that the illicit operation served companies in the agricultural sector through a network of more than 60 controlled firms showing signs of fictitiousness. Authorities believe legitimate farming enterprises used the network to conceal actual revenues and minimize tax payments to the national budget.

How the agricultural tax evasion scheme operated

According to police and economic crime investigators, participating businesses purchased agricultural products directly from producers using cash, leaving the transactions off official accounting and tax records.

To legalise the commodities for domestic sale or export, suspects allegedly prepared documents in the names of front companies containing inaccurate information about the origin, price, and technical characteristics of the goods.

Revenue generated from the sales was subsequently funneled into shadow circulation, with part of the funds converted into physical cash and another portion transferred into cryptocurrency.

Evidence seized in law enforcement searches

During a series of search operations, law enforcement officers seized substantial amounts of cash in both Ukrainian hryvnia and foreign currencies. Investigators also confiscated informal draft ledgers, official financial and business records, digital media storage devices, and vehicles identified as potential evidence in the case.

Authorities confirmed that work is ongoing to identify the full circle of individuals and commercial enterprises involved in using the scheme. Forensic accountants and officers are currently analyzing the movement and origin of the money.

Role of illicit conversion centers in Ukraine

In Ukrainian law enforcement, a conversion center refers to an organized illegal infrastructure established to process corporate funds outside the banking system. These networks allow real businesses to turn non-cash balances into untraceable cash or digital assets, enabling widespread tax avoidance and money laundering.

The Bureau of Economic Security, established as Ukraine's primary state agency for investigating financial offenses, works alongside the National Police of Ukraine to target shadow banking schemes. Agriculture remains one of Ukraine's vital economic sectors, making grain and produce trading a frequent target for tax minimization schemes.

The site of the vehicle interception near Olimpiiska metro station sits in central Kyiv, a prominent urban transport hub located near major administrative and commercial districts.

Previous financial crime investigations in Kyiv

The latest bust follows a series of high-profile operations targeting large-scale financial crime networks across the country.

In April 2026, the Bureau of Economic Security announced the disruption of a major conversion center that had serviced more than 200 enterprises. Officials estimated that the network had processed over 18 billion Ukrainian hryvnia in illicit funds since 2020.

In a separate case in 2025, the Security Service of Ukraine, the country's primary internal security agency, arrested a former senior tax official accused of laundering 1.5 billion Ukrainian hryvnia through a similar conversion ring.
