An educational hub called the WINWIN EdTech Center of Excellence has opened in Kyiv to test artificial intelligence solutions for Ukrainian schools alongside OpenAI.
The Ministry of Digital Transformation of Ukraine reported that the hub was established to identify modern digital tools that can be scaled across the national education system. A primary focus of the center will involve studying how teenagers use artificial intelligence, conducted as a joint initiative with OpenAI.
Specialists at the facility will also test interactive learning tools from Matific to support mathematics education. In addition, the center plans to build a professional network of innovative educators called the EduStars Circle community.
AI Assessment and International Collaboration
Working together with UNICEF, the hub will develop standardized methodologies for evaluating artificial intelligence software intended for classroom use. The initiative plans to bring together state bodies, school educators, technology businesses, and international partners.
OpenAI is an artificial intelligence research organization based in San Francisco that created ChatGPT. UNICEF, the United Nations Children's Fund, supports child welfare and educational initiatives globally. Matific is an educational technology company that creates digital math learning platforms for primary and secondary students.
Project Origins and Supporting Institutions
The WINWIN EdTech Center of Excellence was created in 2025 under Ukraine's WINWIN 2030 strategic initiative, launched on the initiative of the Ministry of Digital Transformation.
The initial project concept was developed with support from UNICEF, the Estonian Centre for International Development, Google for Education, and Ukraine's Ministry of Education and Science. Project implementation is managed by the East Europe Foundation, a non-governmental organization working on civic and educational development.
Ukraine's Ministry of Digital Transformation oversees national digital policy and infrastructure, while the Ministry of Education and Science manages public school curricula and educational standards. Google for Education provides cloud tools and devices to classrooms worldwide, and the Estonian Centre for International Development coordinates Estonia's international technical cooperation programs.
