The Ministry of Defense of Ukraine has simplified its procurement mechanism for non-combat military supplies to prevent logistics delays caused by market price fluctuations.

The updated rules apply to essential military items, including fuel, lubricants, food supplies, and clothing. Under the revised guidelines, goods can be purchased at updated market costs without requiring repeated approval of the entire supply list by ministry officials.

Previously, defense officials had to approve the complete list of rear goods and prices before each procurement could move forward. Fluctuations in market prices during the approval period frequently forced the ministry to restart the authorization process from the beginning, creating potential delivery delays for frontline forces.

The ministry stated that the new planning instructions make military purchasing more flexible by ending mandatory list re-approvals when fuel prices change. Procurement of fuel will now take into account live exchange quotations and international market indicators, including Platts and ARGUS.

For other non-combat items, the ministry has established a financial safeguard. Under the rule, the expected tender cost for a supply contract cannot exceed the estimated price by more than 10 percent.

Defense procurement rules and safeguards

The Ministry of Defense of Ukraine is the executive body responsible for directing national defense policy and managing the country's military logistics. Logistical procurement covers the food, fuel, clothing, and field equipment required to sustain armed forces operations.

Platts and ARGUS are independent global price reporting agencies that monitor international energy markets and provide benchmark price assessments for petroleum products.

Role of the Defense Procurement Agency

Since January 1, all procurement for Ukrainian military forces, covering weapons, clothing, ammunition, and food, has been managed by the Ministry of Defense's dedicated Defense Procurement Agency.

The Defense Procurement Agency serves as Ukraine's state entity for military purchasing, intended to centralize acquisitions, standardize supply contracts, and maintain transparent accounting across defense orders.

In early April, then-Prime Minister Yulia Svyrydenko announced that the agency would take over administration of the Prozorro Market electronic catalogue for defense buyers. She noted that the change would allow the agency to negotiate directly with suppliers, define exact product specifications, and check vendor compliance.

Prozorro Market is Ukraine's official public e-procurement catalog, enabling state institutions and military organizations to purchase standardized commercial goods through simplified digital procedures.
