A teenager from Saint Petersburg suspected of setting fire to a railway relay cabinet has been placed on Rosfinmonitoring's list of terrorists and extremists, according to Fontanka.

The boy, identified as Viktor K., is 14 years old, making him the youngest person on the list. Fontanka reported that he fell under the influence of a phone scammer who, finding nothing of value to steal from the schoolboy's apartment, pushed him toward committing arson instead.

Investigators charged the teenager with a terrorist act. He avoided pretrial detention but will not be able to attend his school's September 1 assembly, according to the report.

Earlier case in Smolensk region

Fontanka noted that three minors in the Smolensk region were previously accused of attempting a terrorist act after agreeing, for a promised $4,000, to damage railway equipment. Russian servicemen detained them before they could carry out the plan.
