Health technicians from Ecuador's national sanitary surveillance agency Arcsa have closed a restaurant in Riobamba after detecting pest infestations, improper food storage, and conditions that threatened public health during a joint night operation.
The enforcement action formed part of broader night inspections targeting commercial venues dedicated to preparing and selling food across Riobamba. Officers from the Zone 3 Direction of Arcsa conducted the sweep alongside personnel from the Police Intendancy and the Chimborazo Police Commissary.
Inspectors carried out comprehensive reviews of food preparation areas, evaluating overall cleanliness standards, product storage techniques, preservation methods, food handling procedures, and the structural condition of each establishment.
Contamination risks and immediate shutdown
At one of the inspected restaurants, technicians identified active pest activity together with serious deficiencies in product storage. Arcsa reported that the facility maintained conditions capable of causing cross-contamination, a sanitary hazard where harmful microorganisms or pollutants transfer between different foods, work surfaces, or kitchen utensils.
The inspection team further uncovered infrastructure defects and hygiene failures that breached established legal regulations for food preparation and retail. Based on the findings, Arcsa ordered the immediate closure of the venue. The agency did not release the commercial name or exact address of the closed restaurant in its public report.

Arcsa, short for the Agencia Nacional de Regulación, Control y Vigilancia Sanitaria, is Ecuador's national health surveillance authority. The agency is responsible for enforcing sanitary regulations, inspecting food preparation sites, and monitoring consumer products across the country to protect public health.
Riobamba, the capital city of Chimborazo province, sits in the central Andean highlands of Ecuador. Local enforcement operations rely on coordination between national health regulators and provincial administrative authorities, such as the Police Intendancy, to ensure compliance with food safety codes.

Health officials confirmed that food safety sweeps will remain active in the area. Jeanneth Maza, Zonal 3 Director of Arcsa, said that inspectors will continue carrying out joint control operations in Riobamba and expand checks to other cantons across Chimborazo province alongside partner enforcement bodies.
