The Portuguese Navy has responded to public criticism over a defense procurement program worth more than 133 million euros, clarifying that the 75 light tactical armored vehicles being acquired for its Marine forces account for just 36 percent of the total contract value.
The remaining 64 percent of the expenditure will fund onboard systems, specialized equipment, operational support, and long-term fleet maintenance over the operational lifespan of the vehicles, an official Navy source told the newspaper Correio da Manhã.
Military officials addressed the breakdown after several critics raised doubts regarding the overall cost of the acquisition. Challengers of the deal had claimed that each new vehicle would end up costing 400 percent more than identical models purchased for the Portuguese Army in 2018.
Contract Details and Lifecycle Support
The acquisition of the 75 light tactical vehicles is being conducted through a contract signed with Spain under the framework of the SAFE security and defense initiative. Rather than purchasing standalone vehicles, the deal integrates technical support and operational infrastructure intended to maintain the fleet's readiness over time.
An official Navy source explained that focusing solely on the vehicle price per unit creates a misleading comparison. By allocating the majority of funds to technical systems, equipment, and long-term maintenance, the defense program covers operational sustainment across the entire service life of the armored fleet.
Equipping the Portuguese Marines
The light tactical armored vehicles are destined for the Fuzileiros, the amphibious infantry force of the Portuguese Navy. Founded as one of the oldest specialized military units in Portugal, the Marines require mobile armored protection to execute tactical landings, coastal defense, and security operations.
The new fleet will provide enhanced mobility and armored protection for marine infantry units operating in tactical environments. The procurement marks a significant modernization effort for Portugal's naval defense capabilities under its military equipment commitments.
Addressing Cost Comparisons
Debate over the procurement package intensified when critics compared the new contract figures with the Portuguese Army's 2018 vehicle acquisition. Opponents argued that the contract represented an unjustifiable price surge for the same underlying vehicle model.
In response, the Navy maintained that the 2018 army procurement involved a different scope of supply. The inclusion of full lifecycle sustainment, integrated systems, and specialized equipment in the current agreement accounts for the total investment figure of more than 133 million euros.
