The National Bank of Ukraine has fined Swift Guarant, the operator of the City24 payment terminal network, 14.63 million hryvnias following an inspection into regulatory non-compliance. The central bank issued the penalty after concluding a planned audit and off-site supervision of the non-bank financial institution.

Regulators conducted the planned inspection between February and April 2026. According to the central bank, Swift Guarant violated multiple legal standards governing Ukraine's payment market, including regulations on corporate management systems, cash handling procedures, and payment operation processing.

The central bank stated that the company also breached requirements regarding the engagement of commercial agents and the protection, storage, and handling of confidential payment service provider data. Swift Guarant must pay the 14.63 million hryvnia fine within 14 calendar days of receiving the formal decision.

In addition to the financial penalty, the central bank issued a written warning to Swift Guarant over separate infractions involving corporate management and statistical reporting. The regulator ordered the company to rectify its processes and prevent future violations by December 3, 2026.

The National Bank of Ukraine serves as the country's central monetary authority and primary regulator for commercial banks and non-bank financial institutions. City24 operates one of Ukraine's major networks of self-service payment terminals, which allow consumers to pay utility bills, transfer funds, and settle cash transactions across the country.

Enforcement actions across payment market

The penalty follows previous regulatory actions taken by the central bank against financial market participants. In May 2026, the regulator sanctioned one bank and nine non-bank financial firms for non-compliance with financial monitoring and foreign exchange legislation.

Those earlier enforcement actions affected financial companies Kontraktovyy Dim and Swift Guarant, operators of the EasyPay and City24 terminal networks, alongside VUSO Insurance Company and Avangard Bank.

State postal operator Ukrposhta was also fined 1.7 million hryvnias in May for payment market violations. The central bank imposed a second fine exceeding 2.5 million hryvnias on Ukrposhta in June 2026 for additional legal breaches.
