Luís Neves Ally's Firm Posts Loss as PJ Contracts Drop

Construbarcelos, a construction company owned by João Carvalho, a friend of Portugal's Minister of Internal Administration Luís Neves, posted a financial loss last year as its contracts with the Polícia Judiciária (PJ), Portugal's criminal investigation police, fell sharply.



The firm billed more than 2.23 million euros in contracts with the PJ between 2019 and 2025. Despite reporting about 687,000 euros in sales and services last year, Construbarcelos ended 2025 with a net loss of around 8,000 euros. The figure appears in the company's latest Individual Accounts Declaration filed with Portugal's tax authority.

The result contrasts with 2024, when the company posted a profit of more than 103,000 euros on turnover of 985,000 euros. Carvalho is the contractor Neves brought in to carry out work on his estate in the Alentejo region while Neves was director of the PJ.

PJ Contracts Fall Sharply

According to a list of contracts between the two parties supplied by the Polícia Judiciária, 2024 was the year Construbarcelos secured its largest amount in awards: 580,000 euros. That sum covered the second phase of the rehabilitation of the Local Criminal Investigation Unit (ULIC) building in Évora, including a floor and the unit's official residence, as well as repairs to water infiltration at the headquarters of the Directorate of the North, in Porto.

In 2025, the value of contracts signed with the PJ dropped to 37,000 euros, covering the completion of work on the Évora unit. That was also the year the company began posting a loss. As of December 31, Construbarcelos held current assets of 382,000 euros against current liabilities of 360,000 euros, of which 104,000 euros was owed to the state.

Property and Equity

Construbarcelos has equity of 186,000 euros, largely built up from profits in previous years, and total assets worth 164,000 euros. Most of that is split between land, valued at 66,000 euros, and buildings, also valued at 66,000 euros.

Staff Cuts

The company's expenses topped 550,000 euros in 2025, with personnel costs accounting for the largest share at 268,000 euros. Construbarcelos employed 21 people in 2024, a figure that fell to 18 last year.

Other Reporting on Neves

Other reporting has examined further claims linked to Neves. One report states that the contractor friend also carried out work at the home of the PJ's financial director.



A separate report says Álvaro Pires has denied that Neves's contractor friend carried out work on his house.
