Kyiv insurance companies have tightened war risk evaluations for homes and vehicles following increased Russian strikes, Ukrainian news outlet LIGA.net reported.
Real estate and vehicle coverage against damage caused by military action remains available in the Ukrainian capital, but underwriters are applying significantly stricter selection criteria. Insurers are introducing geographic, financial, and time limits, while restricting coverage for properties situated in areas deemed vulnerable to air strikes.
Serhiy Lytvynenko, managing partner at the law firm Winner Partners, said that insurance providers cannot assume unlimited liability. He explained that companies in Kyiv are setting strict financial caps, liability limits, and specific definitions for which military events qualify as insurable losses.
Underwriting restrictions in high-risk areas
Insurance company Universalna reported that it substantially revised its underwriting standards following the recent escalation in bombardment. The insurer has shortened its list of districts eligible for coverage and suspended policies for major manufacturing plants and storage warehouses.
Universalna clarified that these restrictions do not apply to entire administrative districts of Kyiv, but rather to localized high-risk zones. If an underwriter determines that an individual apartment faces an excessive risk of strike damage, the application for insurance may be refused.
Mykola Matyka, director of the retail sales department at insurance company INGO, said the firm continuously analyzes loss frequency, damage patterns, risk concentration, and historical statistics. He added that product terms and premium rates are adjusted based on those statistical findings.
Factors shaping policy costs and coverage
Pavlo Stefanets, deputy chairman of the board for business development at Arsenal Insurance, said underwriters evaluate specific risk factors when calculating policy costs and terms. These include a property's proximity to critical or military infrastructure and the history of prior missile or drone impacts in the immediate vicinity.
Kyiv, the capital of Ukraine, has faced regular aerial bombardments since the start of the conflict. Universalna, INGO, and Arsenal Insurance are among Ukraine's prominent commercial insurance providers, offering specialized war risk policies to private homeowners and businesses seeking financial protection against destruction.
Rising civilian toll and drone stockpile
Russian forces continue daily strikes across Ukraine, targeting civilian residential areas, energy networks, and municipal infrastructure. Ukraine's Main Directorate of Intelligence, known as GUR, reported that Russian forces have accumulated 6,200 Shahed attack drones for ongoing strike operations.
The intensifying air campaign has had a severe impact on civilians. Data from the United Nations Human Rights Monitoring Mission in Ukraine shows that civilian deaths reached their highest monthly level since May 2022 during July 2026.
