Greek Deputy Interior Minister Vassilis Spanakis and Minister Theodoros Livanios have established digital registration procedures for citizens living abroad to submit foreign civil registry records.
The new ministerial decision outlines how expatriates and authorized attorneys can submit document applications through the online pre-approval platform of the Special Registry Office.

Application Process and Authentication
Under the decision, users authenticate through Taxisnet credentials, while legal representatives log in through the electronic services of the Plenary of Greek Bar Associations. The digital pre-approval system was established by joint ministerial decision 66587/18-12-2025, issued by the Minister of Digital Governance and the Deputy Minister of Interior.
Following online pre-approval of their supporting documents, applicants can request the official registration of civil status events. Applicants must send original documents or certified copies validated by a Greek lawyer via registered courier, or deliver them in person to the Directorate of Civil and Municipal Status at the Ministry of Interior.
Once ministry officials confirm that the physical paperwork matches the documents approved online, the system sends an electronic notification allowing the applicant to complete the formal registration.
Modernizing Registry Legislation
Spanakis said the update to Law 344/1976, Greece's civil registry law from 1976, simplifies administrative procedures, digitizes paper archives, and cuts bureaucracy for citizens.
He noted that the Special Registry Office processes more than 8,000 registrations annually. These figures include 3,500 new registrations for births, marriages, and deaths occurring outside Greece, alongside more than 4,500 record updates such as foreign divorces and personal data adjustments.
Spanakis added that the ministry aims to make the Special Registry Office citizen-friendly while adapting its services to contemporary demands with precision and reliability.
