Fourteen lawmakers from Peru's Fuerza Popular party, both senators and deputies, hired people who had donated to their election campaigns to work in their congressional offices, according to an investigation published by the news outlet OjoPúblico.
The investigation identified 18 donors who are now placed across the offices of the newly elected lawmakers.
Among the cases identified were Miguel Ángel Torres and Nilza Chacón, the president and second vice president of the Senate's governing board, known as the Mesa Directiva. Torres received a S/500 donation from Nidia Ortiz Lavado, who was later appointed as an auxiliary in his office. Chacón hired Francisco León Cavero and Edgar Hernández Chávez, who together had contributed S/7,000 to her campaign.
Another notable case in the Senate is that of Martha Moyano, who hired as advisors Aurelia Condezo Dávila, Judith Aguirre Cutipa and Martín Hernández Donayre. The three had together donated S/9,120 to her campaign.
Senator Alejandro Aguinaga also engaged in this practice. According to the report, Rosemary Meneses, who was hired in Aguinaga's office, had been a donor to his campaign. Also named in the investigation were Víctor Flores Ruiz, Héctor Ventura, Juan Carlos del Águila and Carlos Mesía.
Who is involved
Fuerza Popular is the right-wing party founded by Keiko Fujimori, daughter of the former president Alberto Fujimori, and has long been one of the largest blocs in Peru's Congress. Peru's legislature returned to a bicameral system, split into a Senate and a Chamber of Deputies, for the term that began in 2026, after decades of a single-chamber Congress.
In the Chamber of Deputies, the cases of César Revilla Villanueva and Rosangella Barbarán stood out. Both hired two of their donors, who together had contributed S/8,608 to their campaigns. Other deputies named in the investigation include César Vidaurre Flóridas, María Ramos Rosales, Marco Pacheco Quispe and Carmela Paucara.
Other parties named
Fuerza Popular is not the only party implicated. According to OjoPúblico, Renovación Popular, the Partido del Buen Gobierno and Juntos por el Perú have also given congressional office jobs to people who donated to their campaigns.
Another member of the Senate's governing board who hired his financial backers is Estanislao Mancha Pinedo, of Renovación Popular. His office includes Rubén Siguairo Mamani, who donated S/2,400, and Clinton Olguin Vilca, who gave S/1,400.
Senator Miguel Velásquez García also hired two of his donors, Rodrigo Taipe Paredes and Luis Serpa Tone, who each contributed S/2,260. In the Chamber of Deputies, Norma Yarrow and Diego Bazán likewise hired people who had donated to their campaigns; each brought in two donors who together gave S/3,800 in kind.
Cases at Juntos por el Perú
At Juntos por el Perú, deputies Gabriel Gonzáles Delgado, César Tito Rojas and Jesús Pérez Alccahuamán also hired donors as advisors. Of the S/20,000 declared by the party, led by Roberto Sánchez, S/16,026 had been donated to the campaigns of González and Pérez. Reineiro Vilca Aquino, who donated more than S/10,000, and José Mendoza Salazar, who gave more than S/5,000, were later hired as advisors.
Senator Serafín Andrés Luján did the same. Deputy Segundo Castrejón Fernández hired two donors as staff in his office, completing the list identified by OjoPúblico.
