Lawyer Willer Tomaz said Thursday that a private flight carrying Brazilian presidential candidate Flávio Bolsonaro had no connection to former banker Daniel Vorcaro.
The flight took place in January 2025, carrying the senator and his family from Fort Lauderdale in Florida to the Brazilian federal capital of Brasília. In an official statement sent to CNN, Tomaz stated that the journey was requested, scheduled, and entirely financed by him, debited directly from his allotted flight hours.
Bolsonaro, a sitting federal senator representing Rio de Janeiro and the presidential nominee for the conservative Liberal Party, was aboard the aircraft with his wife, Fernanda Bolsonaro, and their two daughters. Tomaz stated that the family traveled strictly as personal guests, describing the trip as a lift between friends without any payment, counter-performance, or reciprocal benefit.
Shared ownership of the private jet
The aircraft involved in the trip is an Embraer Legacy 650 business jet bearing the Brazilian registration prefix PP-NLR. Formal ownership of the jet belongs to Fraction 024 Administração de Bem Próprio S.A., a dedicated corporate entity established under a shared-ownership model.
In business aviation, fractional ownership programs allow companies and individuals to acquire equity shares in an aircraft. The structure allows owners to divide fixed operating costs, hangar charges, and scheduled maintenance while securing a guaranteed number of flight hours every year. A Federal Police report revealed that each 33.33 percent quota of the jet held an estimated market value of 5.5 million dollars in May 2025, placing the total value of the aircraft at roughly 16.5 million dollars.
Fraction 024 is divided into three equal shares of 33.33 percent. Tomaz has held his one-third share since 2023 through his asset management entity, Alcazar Holdings. A second share belongs to Laércio Cosentino, the founder of Brazilian software and technology corporation TOTVS. The third share previously belonged to businessman Gabriel Szlezynger Lacerda, associated with Brazilian petrochemical producer Unigel.
Legal dispute over Prime You
The co-ownership arrangement became the subject of public scrutiny following an investigative report published Thursday by Brazilian news magazine Piauí, which stated that Vorcaro is one of the jet's co-owners. According to the magazine, Lacerda's third share was sold in late 2024 to Prime You, an executive aviation management and charter operator in which Vorcaro was a partner from 2021 until September 2025.
Tomaz strongly rejected any claims tying the January 2025 flight to Vorcaro, stating that the transfer of that third share to Prime You occurred entirely without his knowledge or consent. He said that he only learned about the transaction in April 2026, when he took immediate legal action.
Upon discovering the sale, Tomaz formally challenged the agreement and entered into active litigation against Prime You, a dispute that remains before the courts. In his formal note, Tomaz stated that Vorcaro did not pay for, provide, authorize, or participate in the flight, either directly or indirectly.
Tomaz also stressed that he does not know Vorcaro, has never met the former banker, and has never conducted business transactions of any nature with him. The lawyer said that attributing the flight to Vorcaro was completely false and demanded a formal retraction of the claim.
Investigative report and judicial links
The investigation by Piauí also reported that the same Embraer Legacy 650 executive jet was used in August of last year to transport Alexandre de Moraes, a justice on Brazil's Supreme Federal Court.
The Supreme Federal Court, known in Brazil as the STF, is the country's highest judicial tribunal and ultimate constitutional authority. Justice Moraes has presided over major political and national security investigations involving conservative figures, making his actions a recurring subject of public debate and political tension.
Bolsonaro reacted to the magazine's findings in a public post on social media platform X. The senator wrote that it was fortunate the aircraft belonged to Tomaz at the time of the trip, adding that had the flight taken place now, he would have ended up flying in the plane used by Moraes.
Campaign accommodation and financial ties
The report in Piauí outlined closer ties between the senator and the lawyer, reporting that Bolsonaro and Tomaz maintain a close relationship and have traveled together on other occasions. Tomaz has previously faced federal scrutiny as the target of an official investigation into suspected embezzlement and fraud schemes at Brazil's National Social Security Institute, known as the INSS.
The INSS is the federal agency responsible for administering public pensions, retirement payments, and social security benefits to tens of millions of workers across Brazil.
The magazine further reported that in August, during his political campaign in São Paulo, Bolsonaro made use of an apartment that a company owned by Tomaz had purchased in February. That property was acquired from Fabiano Zettel, who was identified by Piauí as the brother-in-law and financial operator of Vorcaro.
