The European Commission says Ukraine could receive another 20 billion euros by the end of the year from a 90 billion euro loan if reforms continue.

Ukraine could receive extra €20bn from EU by end of year

Ukraine could receive a further 20 billion euros from the European Union before the end of the year if it maintains momentum on domestic reforms, the European Commission announced in Brussels.

The proposed disbursement forms part of a wider two-year loan package worth 90 billion euros designed to support the country. European Commission spokesperson for the economy and budget Balazs Ujvari told a press briefing in Brussels that officials are determined to send the additional money this year, but stressed that the payout depends strictly on Ukraine's progress in carrying out reforms.

Ujvari confirmed that around 20 billion euros under the 90 billion euro facility remains available for transfer before the year concludes. He said that European officials welcome the ongoing reform work in Ukraine and consider it vital to keep up the pace so that the remaining funding can be unlocked.

Brussels aims to transfer 45 billion euros by the end of the year, representing half of the total two-year loan. Ujvari noted that the commission remains determined to reach that target in the current calendar year, though the final outcome relies heavily on the implementation of agreed measures.

November loan disbursement

The announcement followed the transfer of 4.36 billion euros to Ukrainian state accounts on November 5, as reported by Ukrainian news agency UNIAN. Ujvari said Ukraine's reform progress had enabled the European Commission to process that payment, which will be directed primarily toward general budget support as well as defence.

Of that 4.36 billion euro tranche, 3.7 billion euros was designated as macro-financial assistance, while 660 million euros formed a defence component. Ukrainian Prime Minister Serhiy Koretskyi said the funding will be directed toward priority government expenditures and urgent operational requirements of the Ukrainian Defence Forces.

Financial strategy for 2027

The European Commission acts as the executive body of the European Union, managing the bloc's budget and overseeing external financial assistance agreements. Macro-financial assistance provides low-interest loans to partner countries facing economic strain, helping partner governments maintain public administration and finance basic state services. Such funding is typically released in successive tranches linked to specific policy benchmarks, including public finance management, judicial transparency, and anti-corruption oversight.

Looking ahead, Ujvari also reported that the European Commission approved its 2027 financial strategy for Ukraine last week. Under that framework, 32 billion euros will be allocated specifically for defence next year, with the remaining balance of the loan dedicated to direct budgetary support.
