The Ministry of Tourism rejected criticism from opposition party PASOK-KINAL on Tuesday regarding the updated Tourism for All 2026-2027 holiday subsidy program.
Responding to an announcement issued by PASOK-KINAL on August 10, 2026, the ministry stated that Greek citizens understand the national tourism strategy while the opposition party does not.
The ministry said the redesigned program supports Greek tourism businesses and local households by directing 70 percent of its total budget to travel between October and April. Higher subsidy amounts are provided to beneficiaries during winter and off-peak months to encourage year-round visitation and regional social cohesion.
According to the ministry, citizens submitted 647,000 applications between August 5, 2026 and August 11, 2026. Out of those filings, 451,000 target the low season and 196,000 target the peak season. Applications remain open for all Tax Identification Numbers (AFM) until midnight on August 21, 2026.
Distinction from DYPA Social Tourism
The ministry accused PASOK-KINAL of drawing hasty comparisons between Tourism for All and the Public Employment Service (DYPA) Social Tourism initiative without understanding public accounting.
It stated that Tourism for All covers all adult tax residents meeting income criteria through a lottery, allocating funds via digital cards for any chosen accommodation.
In contrast, the DYPA Social Tourism program targets private sector employees with DYPA contributions and registered unemployed individuals through a points ranking system. Beneficiaries of the DYPA program can only use their vouchers at accommodations listed in the official DYPA provider registry.
The ministry noted that it works continuously with DYPA to prevent duplicate subsidies for the same period. The Tourism for All program operates with a single lottery valid for 1.5 years through December 31, 2027, expanding access to citizens excluded from DYPA assistance.
Funding and Budget Returns
Addressing claims regarding unused funds, the ministry stated that 6 million euros from the previous cycle returned to the general state budget as required by public accounting laws. Those funds improved the overall fiscal balance before being redistributed according to government decisions.
The ministry added that the new initiative is funded through the National Development Program 2026-2030. Additional funding can be allocated in the second phase based on initial absorption levels, without requiring another lottery or extra paperwork for citizens.
The ministry concluded that its strategy distributes tourism benefits fairly across Greece, while PASOK-KINAL remains unable to follow the demands of Greek society.
