The Peruvian presidency removed Ítalo Andrés Díaz Horna as president of environmental agency OEFA and named Joanna Fischer Battistini to replace him. The decision ends his tenure as a member and head of the Agency for Environmental Assessment and Enforcement Board of Directors.
The change was made official through Supreme Resolution 012-2026-MINAM on August 8, 2026, and published in the official gazette El Peruano. Díaz Horna was appointed to the post by supreme resolution in 2025, but the Executive stated that it considered it convenient to conclude his appointment.
President Keiko Fujimori and Environment Minister Vladimiro Huaroc signed the decree. The Board of Directors is the highest governing body of OEFA and consists of five members appointed by supreme resolution.
New board presidency
Fischer Battistini assumed her position as board member and president on August 9, 2026. She holds a law degree from the University of Lima and completed master's degree studies in public management at the University of San Martín de Porres and EUCIM Business School of Spain.
Fischer Battistini brings more than 15 years of public sector experience in institutional leadership, environmental management, and state agency coordination. She served as chief of the Cabinet of Advisors at the Ministry of the Environment starting in March 2026, where she worked on defining and coordinating management priorities for the environmental sector.
Public sector experience
Her previous environmental work includes serving as Executive President and General Manager of the National Service of Environmental Certification for Sustainable Investments (Senace). In those roles, she handled senior management duties and inter-institutional coordination regarding environmental evaluation and the National Environmental Impact Assessment System.
Fischer Battistini also served as general secretary of the National Commission for Development and Life Without Drugs (Devida). She held responsible positions at the Superintendency of Land Transport of People, Cargo, and Goods (Sutran), as well as in the ministries of Defense, Economy and Finance, Justice, Culture, and Environment.
