Attica Regional Governor Nikos Hardalias and Mayor of Elefsina Giorgos Georgopoulos have signed a programmatic agreement for the urban regeneration of Stamou Square in Magoula, committing a total budget of 436,271 euros to the project.
The signing ceremony took place in the presence of Vice-Governor of West Attica Athanasia Papaspyrou, establishing a 20-month completion timeframe for the complete overhaul of the public space.
Under the terms of the agreement, the project includes the preparation of comprehensive architectural and structural studies for the square. Construction plans provide for full accessibility for individuals with mobility needs, extensive new planting and greenery, water installations, new urban furniture, and updated electromechanical and irrigation systems.
The redevelopment of Stamou Square forms part of the broader Green Breaths for Attica initiative, a regional program carrying an overall budget of 60.4 million euros. Implemented by the Region of Attica in partnership with the Ministry of Environment and Energy and the Green Fund, the plan encompasses 13 separate urban interventions across municipalities throughout the urban basin.
Transforming public spaces in West Attica
Speaking at the event, Hardalias noted that officials had gathered at the exact same location eight months earlier to sign the initial program agreement for Stamou Square. He stated that the current signing puts the project firmly on track for execution.
Hardalias described the work as a targeted intervention designed to deliver a tangible improvement in the daily lives of Magoula residents. He emphasized that although the budget is relatively small, the positive impact on the local community will be substantial.
The governor said the project will create a modern, green, functional, and fully accessible public space intended to serve as a meeting point and social hub for residents of all ages. He added that the initiative aligns with a comprehensive plan to upgrade West Attica through consistent interventions backed by clear schedules and secured funding.
Elefsina, situated in the West Attica regional unit west of Athens, is an important industrial and historical center best known in antiquity as the site of the Eleusinian Mysteries. Magoula forms a key municipal unit within the broader Elefsina municipality. Regional authorities in Attica oversee public infrastructure, environmental initiatives, and development programs across the surrounding metropolitan area, where industrial growth and urban density have created a pressing need for revived green spaces.
Hardalias observed that Elefsina and its surrounding communities possess unique historical, cultural, and developmental potential. He stressed that regional authorities have a duty to support that potential through public works that enhance the urban environment.
Local support and municipal collaboration
Elefsina Mayor Giorgos Georgopoulos expressed gratitude to Hardalias and regional administrative staff for their ongoing support. Georgopoulos described the region as a strategic ally in delivering public projects that respond directly to the actual needs of local citizens.
Georgopoulos highlighted the agreement as a major step forward for Magoula, explaining that it paves the way for a genuine transformation of Stamou Square. He noted that a site used daily for local gatherings will be turned into a modern, safe, functional, and welcoming plaza featuring expanded greenery, contemporary amenities, and universal access.
The mayor added that the project forms part of a wider effort by municipal authorities to improve quality of life and upgrade public spaces across every neighborhood in the municipality.
The Green Fund operates under the supervision of the Greek Ministry of Environment and Energy, providing administrative and financial support for urban redevelopment and environmental protection programs across Greece. Development agencies such as Nea Metropolitiki Attiki SA assist regional governments in executing metropolitan infrastructure initiatives and managing complex public contracts.
The signing ceremony was also attended by Dimitris Fragkakis, president of development organization Nea Metropolitiki Attiki SA, and Giorgos Kormas, the agency's chief executive officer. Other key officials present included Efi Filiopoulou, general director of Nea Metropolitiki Attiki SA, Deputy Mayor of Elefsina Marianna Kondyli, and a formal representative of the project contractor.
