Car pricing service Insider Car Deals has revealed total savings of up to £13,300 on new hybrid vehicles as UK dealers increase price discounts. The market shift follows Labour's announcement on Friday detailing plans to water down electric vehicle sales targets over the next three years. Although ministers intend to mandate electric cars eventually, certain hybrid models will remain available in showrooms until 2035.
Industry figures and ministers have long presented hybrids as a bridge to full electrification. However, environmental campaigners have warned in recent years that hybrids, particularly plug-in hybrids (PHEVs), are not as green as manufacturers claim if drivers fail to plug them in. Buyers face premium prices for petrol-electric vehicles, with self-charging hybrids (HEVs) costing £2,000 to £5,000 more than petrol models and PHEVs carrying higher price tags.

Dealers are showing greater flexibility on hybrid prices than they did 12 months ago. Pat Hoy, the founder of Insider Car Deals, said the average discount on a new hybrid is currently 11 per cent, equating to £6,045 per car. One year ago, the average discount stood at 8.7 per cent, or £5,110.
Hybrid buyers are now negotiating larger price cuts than pure petrol customers, who receive average discounts of 10.3 per cent, or £4,599. Hybrid savings are also close to electric vehicle discounts, which average 11.9 per cent, or £6,455. Price reductions are partly driven by the Zero Emission Vehicle (ZEV) mandate, a binding policy that Greater Manchester Mayor Andy Burnham wants scaled back as part of government consultations.
While hybrids do not count toward ZEV sales targets, they earn carmakers ZEV credits by reducing overall emissions. Pat Hoy noted that carmakers make higher profits selling hybrids than electric vehicles because they do not absorb as much battery pack costs. Mystery shopping by Insider Car Deals across 57 franchised dealers between August 4 and August 11, 2026, identified an average discount gap of £1,213 between initial dealer offers and final negotiable prices ahead of the September plate change.
"We've found the average discount gap on the most-negotiable hybrids is £1,213. That's money that should be in your pocket and not the dealer's," Pat says. The service provides Personal Deal Sheets for £95 with a money-back guarantee, operating independently of manufacturers and dealers.
