Peruvian lawmaker Henry Albañil Carmona has taken over the Parliamentary Ethics Commission, announcing an investigation into deputy Julián Pérez Mallqui as its first case.
The Chamber of Deputies installed the committee for the 2026-28 term on Friday, August 14, following three prior delays. Albañil, of the Partido Cívico Obras party, leads the board alongside vice president Jessica Pérez Quispe of Juntos por el Perú and secretary Harvey Colchado Huamaní of Ahora Nación.
The legislative group will hold weekly sessions on Mondays at 4:00 p.m. In his inaugural address, Albañil stated that the formal complaint against Pérez Mallqui had already been submitted, allowing the committee to move directly into its investigation phase.
Addressing questions about transparency, Albañil promised that the panel would maintain complete impartiality. He said there would be no protection or special shielding for any lawmaker, emphasizing that all proceedings will strictly comply with the regulations of Congress and the Chamber of Deputies.
Domestic Aggression Allegations
The ethics investigation focuses on allegations brought by Pérez Mallqui's former partner, Laura Bonilla Valerio. She filed a report at a police station in the San Miguel district of Lima, accusing the lawmaker of physical and psychological aggression. Pérez Mallqui remains free while the legal process moves forward.
San Miguel is a coastal district located within the Lima metropolitan area. Speaking after his departure from the police station, Pérez Mallqui rejected the claims, saying he strongly denied all allegations of psychological abuse and domestic violence.
In a subsequent interview with Peruvian news network RPP, Pérez Mallqui stated that the police complaint was triggered by a moment of anger. He again denied assaulting his former partner, adding that he categorically opposes physical violence against women.
Calls for Sanctions in Congress
The report has led to formal sanctions requests within parliament. Congressman Christian Aranda Vásquez, a member of the Renovación Popular party, filed an official complaint with Congress citing ethical violations. His motion seeks a 120-day suspension from office and a complete salary deduction during that period.
Renovación Popular and Juntos por el Perú are among the political parties represented in Peru's legislative assembly. Deputy Ernesto Zunini of Juntos por el Perú confirmed that his caucus has also requested Pérez Mallqui's suspension while awaiting the formal findings of the Ethics Commission.
The Parliamentary Ethics Commission serves as the internal disciplinary body responsible for investigating alleged infractions by lawmakers in Peru. The commission will formally begin reviewing the filings during its upcoming Monday meetings.
