Greek government submits foreign direct investment bill

Greece's Ministry of Development has submitted legislation to parliament establishing targeted incentives and structural reforms for foreign investment projects.

The legislation, titled New incentives for Foreign Direct Investment, restructuring of the Foreign Direct Investment Directorate, and other provisions, creates a unified regulatory framework to attract foreign capital into key sectors of the national economy.

According to the explanatory memorandum accompanying the bill, the primary objective is to address the need for targeted investment incentives for projects funded by foreign capital.

The document stated that the measure establishes unified administrative procedures for evaluating, approving, monitoring, and completing foreign investment plans.

Targeted incentives and state aid mechanisms

Under the proposed framework, the bill introduces a special state aid regime designed to support foreign direct investment projects across strategic economic sectors.

The measure establishes formal statutory procedures for project evaluation, official approval, financial auditing, and compliance certification.

The text noted that these comprehensive procedures aim to create a predictable and streamlined environment for international investors seeking to allocate capital within the country.

Foreign direct investment refers to long term capital commitments made by foreign entities or individuals into domestic business operations, infrastructure, or enterprises. Such investments typically involve acquiring substantial ownership stakes, establishing local subsidiaries, or building operational facilities, which help drive domestic employment, technology transfer, and economic modernization.

Administrative restructuring and operational units

To ensure effective administrative support for the new regime, the bill provides for structural adjustments to the Directorate of Foreign Direct Investment.

The legislation mandates that specific operational responsibilities for managing foreign investment proposals will be assigned to a specialized organizational unit within the ministry.

The Ministry of Development serves as the primary government body responsible for commercial policy, economic growth initiatives, and regulatory oversight of business operations in Greece. Its Directorate of Foreign Direct Investment handles administrative coordination and policy implementation for foreign commercial ventures entering the Greek market.

Parliamentary committee review and legislative process

Scrutiny of the draft bill by the competent parliamentary committee is scheduled to begin next Friday.

The Hellenic Parliament, Greece's unicameral legislative assembly based at Syntagma Square in Athens, reviews government legislation through standing parliamentary committees before bills advance to the main chamber for final debate and voting. These specialized committees conduct line by line assessments of legislative proposals and hear recommendations from relevant governmental officials.

Once committee deliberations conclude, the proposed investment bill will move forward through the legislative stages required for formal enactment into Greek law.
