The Dominican opposition party submitted a formal proposal document to the General Secretariat of the electoral body on Monday, August 17. Political delegate Manuel Crespo delivered the recommendations, which call for continuous monitoring of identity registration to prevent administrative flaws from impacting citizens or disrupting the electoral timeline.

The Junta Central Electoral, known as the JCE, is the independent constitutional agency that manages the civil registry and conducts elections across the Caribbean nation. Its identity card, known locally as the cédula, serves as both the primary legal identification document for citizens and the official voter card required at polling stations.

Evaluation of Low Turnout Registration Centers

The first measure requested by Fuerza del Pueblo is a comprehensive evaluation of the renewal and delivery system for the new identity card. The party asked election officials to focus on registration centers that are recording low numbers of visiting citizens.

Party leaders stated that the JCE must determine why specific locations are not receiving the expected volume of users. The submission argued that authorities must implement necessary adjustments to broaden service coverage and accelerate processing times across all centers.

Support for Dominicans Living Abroad

Fuerza del Pueblo also highlighted access difficulties faced by Dominican expatriates attempting to renew their documents overseas. Thousands of Dominican citizens residing in foreign countries encounter barriers when attempting to access the renewal process.

The party proposed extraordinary measures to eliminate administrative obstacles outside the national territory. Suggested actions include revising the appointment scheduling system, extending operating hours and days, and increasing staff capacity at registration offices operating abroad.

Special Protocol for Seniors and Civil Registry Issues

The opposition submission called for a specialized administrative protocol with defined calendar dates to assist senior citizens and individuals dealing with Civil Registry complications. The party asked the electoral board to set clear institutional pathways for these voters.

Crespo said that establishing a designated calendar protocol for elderly citizens and those with registry problems would guarantee a clear institutional route with set deadlines. This measure would ensure affected individuals complete the identification process within established timeframes.

Resolving Data Discrepancies on Birth Certificates

Fuerza del Pueblo urged electoral authorities to review how officials handle conflicting details between identity cards and official birth certificates. Inconsistencies between these documents currently create hurdles for applicants.

The party proposed establishing conciliation mechanisms to reconcile record discrepancies. Opposition leaders stressed that data errors should be corrected without creating disproportionate obstacles for citizens seeking their new document.

Rules for Changing Polling Station Locations

The formal request also addressed the evidence required when voters request a change of designated voting precinct or polling station. Fuerza del Pueblo urged the JCE to review proof requirements when a requested transfer does not involve a change of residential zone or identity details.

According to a press statement from the party, existing evidentiary demands should be relaxed for voters who remain within their local area. Streamlining these requirements would prevent voters from being blocked by administrative rules.

Voter Limits per Polling Station

Transparency regarding voter assignment rules formed another key element of the party petition. Fuerza del Pueblo asked the electoral board to inform political parties about the technical and legal guidelines used to assign electors to specific polling stations.

The party specifically requested explanations regarding the application of an operational cap of 550 voters per polling station, compared to the legal threshold of 600 voters. Opposition officials stated that political parties must understand the criteria applied by electoral authorities, as these decisions directly affect the composition of the voter registry.

Permanent Dialogue Ahead of 2028 Elections

To ensure ongoing coordination, Fuerza del Pueblo proposed creating a permanent mechanism for dialogue and monitoring between the JCE and political parties regarding identity card renewal progress. This channel would track procedural developments on a continuous basis.

The party noted that early detection of operational problems is vital to safeguard the composition of the voter registry before the 2028 general elections. Crespo reiterated that Fuerza del Pueblo aims to contribute to the process with transparency, adding that proper identity card renewal is essential to guarantee voting rights and strengthen the democratic system.
