Federal Bureau of Investigation agents arrested Jessica Bowie, a 35-year-old Albany woman, over an alleged plot to bomb the New York state Capitol building.
Prosecutors claim that the suspect planned the attack with the intention of killing state assembly members and senators. Bowie is accused of providing aid and resources to a foreign terrorist organisation after allegedly pledging allegiance to the Islamic State group.
The historic New York State Capitol in Albany serves as the seat of government for the state. The building houses the executive chambers of the governor as well as the legislative chambers of the New York State Senate and the New York State Assembly. Albany is located on the Hudson River, roughly 150 miles north of New York City, and serves as the political centre of the state.
Authorities arrested Bowie in the area of Sherman Avenue in Albany on Wednesday, August 19. She appeared in the United States District Court in Albany on Thursday to face the charges. Court documents submitted by the FBI indicate that Bowie was in possession of knives and a written document swearing allegiance to the Islamic State at the time of her arrest.
Undercover sting operation
According to prosecutors, the suspect had visited the Capitol building at least five times to conduct reconnaissance missions and examine the site before the planned attack. Bowie allegedly spent several weeks interacting with undercover FBI agents who were pretending to be members of the Islamic State. Bowie had also reportedly discussed her plans with FBI informants.
During these interactions, Bowie reportedly told the agents she wanted to destroy as much of the building as possible and kill the senators. She allegedly explained that she wanted the American system to be affected by the blast. The suspect also told the undercover operatives that she chose the New York State Capitol because she believed it would be an easier target than the White House, the official residence of the United States president in Washington.
The FBI is the principal federal law enforcement and domestic intelligence agency in the United States. The bureau frequently relies on informants and undercover agents in counterterrorism investigations. These operations often involve providing suspects with inert weapons or fake explosives to ensure public safety while gathering evidence of a suspect's intent.
As part of the alleged plot, Bowie planned to use a food delivery bag to hide the explosive device. The undercover agents reportedly gave her 200 dollars to purchase materials for making a bomb at a local home goods store. The operatives drove her to the shop in a car. When she exited the store, she reportedly told the two undercover agents she hoped she had bought the right nails and that they were large enough, noting that nails act as shrapnel in an explosion.
When authorities finally detained Bowie, she was carrying a fake bomb and a non-functioning weapon. These items had been supplied to her by the undercover FBI agents who were posing as her accomplices.
Social media radicalisation
FBI filings state that Bowie was a highly active user of social media and utilised various platforms to express anti-American sentiments. She had reportedly been banned from multiple networks for violating their terms of service. The court documents add that she had used social media to praise the September 11 terrorist attacks carried out by al-Qaeda in 2001.
The September 11 attacks involved hijacked passenger jets being flown into the Twin Towers of the World Trade Center in New York City, as well as the Pentagon. The event caused the deaths of nearly 3,000 people and remains a profound historical trauma, particularly in New York State. The Islamic State, the group Bowie allegedly pledged loyalty to, is a separate militant organisation that emerged later but shares a similar extremist ideology, frequently encouraging sympathisers to carry out attacks in their home countries.
According to a report by the BBC, Bowie told agents during the investigation that she had converted to Islam approximately five years ago. She allegedly remarked that she had gone from being a girl who held an American flag after the September 11 attacks to someone who now possessed stickers depicting the collapse of the Twin Towers.
Security measures enhanced
New York Governor Kathy Hochul announced her gratitude to the FBI for leading the investigation into the plot. She also thanked the New York State Police for their work in apprehending a dangerous individual. The state police serve as the primary statewide law enforcement agency, often working alongside federal authorities on major security matters.
Hochul noted that earlier this year, her administration had taken steps to improve security at the state Capitol and throughout the state government. She stated that these measures were implemented in response to a rise in political violence and an increase in threats directed at public officials.
The FBI field office in Albany announced the arrest on social media, stating that their agents and partner organisations had successfully stopped another alleged terrorist attack. Federal authorities confirmed that Bowie remains in custody following her initial court appearance.
