The Sverdlovsk Regional Court has toughened the punishment for former leaders of Pretrial Detention Center No. 1 in Yekaterinburg over the escape of inmates convicted of terrorism, the court's press service told Lenta.ru.
Additional penalty imposed
Following an appeal, former facility head Alexei Kiselev, his deputy Andrei Kvon, and former duty service department head Andrei Zatsepin were given an additional punishment barring them from holding positions in state penal enforcement bodies for one year.
The court found them guilty of negligence that allowed Alexander Cherepanov and Ivan Koryukov, who are listed as terrorists and extremists by Russia's Federal Financial Monitoring Service, to escape from the detention center on September 1, 2025.
Earlier fines and escape details
The former Federal Penitentiary Service officials had originally been fined between 80,000 and 90,000 rubles by the Verkh-Isetsky District Court of Yekaterinburg, which issued its verdict on June 1.
Cherepanov and Koryukov had been convicted of preparing a terrorist attack in October 2024. A year later they escaped from the detention center, and the Federal Penitentiary Service searched for them for more than a week while the two men hid at a garden plot association near Yekaterinburg. Investigators say they stole property worth seven thousand rubles from one of the houses there.
Final sentences
Combined with their previous sentences, Cherepanov's final term came to eight years in prison and Koryukov's to seven and a half years, with the first four years to be served in prison and the remainder in a strict-regime penal colony.
