Citibank London Fined £4.7m Over Russian Sanction Breaches

Citibank's London branch has been fined £4.7million by the Office of Financial Sanctions Implementation for processing hundreds of transactions that breached Russian sanctions rules.

The Office of Financial Sanctions Implementation, the United Kingdom authority responsible for enforcing economic restrictions, found that the London division of the Wall Street financial institution processed 970 payments worth approximately £19.7million in breach of regulation.

According to the watchdog, most of the prohibited payments were made between February and November 2022, immediately following the start of Russia's full-scale invasion of Ukraine.

Transactions involving sanctioned Russian banks

The payments processed by the London office included transfers sent to prominent financial institutions in Russia, including Alfa-Bank JSC, PJSC Gazprombank and Credit Bank of Moscow.

Internal operational errors within the banking branch led to restricted individuals or corporate entities accessing funds or making payments that should have been restricted under statutory controls.

Alfa-Bank JSC is one of the largest private commercial banks in Russia, while PJSC Gazprombank serves as a key financial institution for Russian state energy operations. Credit Bank of Moscow is among the leading commercial banking providers in the country. All three institutions were placed under strict financial curbs designed to restrict access to international capital markets.

Regulator findings and sanctions enforcement

The Office of Financial Sanctions Implementation stated that while Citibank had no deliberate intention to bypass the restrictions, the regulatory breaches significantly undermined the effectiveness of sanctions.

The Office of Financial Sanctions Implementation operates as part of HM Treasury to monitor monetary compliance, carry out enforcement actions and issue financial penalties to firms that fail to adhere to legal requirements. Financial sanctions are regulatory measures used by governments to restrict access to banking systems, freeze assets and prevent financial transfers involving targeted entities.

Under the UK sanctions framework, financial institutions operating within British jurisdiction are legally required to maintain strict compliance screening and internal controls to prevent transactions involving sanctioned entities.

Citibank, headquartered in New York City, is one of Wall Street's major banking institutions. Its London office acts as a primary international hub for cross-border financial services, corporate banking and payment processing across European markets.
