Recent earthquakes in Granada have refocused attention on seismic hazards across Andalusia, where emergency authorities in Cádiz are expanding preparations to protect coastal communities against potential tsunamis.

While ground tremors are a recognized geological reality in southern Spain, experts emphasize that a major earthquake in the Atlantic Ocean presents a secondary threat of underwater sea floor displacement. The Gulf of Cádiz faces the greatest exposure in the region, prompting regional and municipal disaster agencies to integrate tsunami response protocols into local civil defense planning.

Emergency officials stressed that recent seismic events in Granada do not indicate an imminent tremor in the Atlantic, as earthquakes cannot be predicted and distinct tectonic structures govern different zones. However, the significant concentration of seismic activity in the Gulf of Cádiz has driven long-term planning based on established historical precedents.

Historical precedent of the 1755 Lisbon earthquake

The primary benchmark for coastal risk in Spain is the Lisbon earthquake of November 1, 1755, which the National Geographic Institute considers the largest historically recorded seismic event in the region. Seismologists estimate the earthquake reached a magnitude of 8.5, with its epicenter located southwest of Cape St. Vincent off the Portuguese coast.

The 1755 seabed displacement generated a devastating tsunami that swept across the Gulf of Cádiz with waves measuring between 10 and 15 meters high. The incoming waters struck the walled city of Cádiz, neighboring communities along the Bay of Cádiz, and numerous settlements along the Iberian coastline.

That historic disaster forms the foundation of Spain's national tsunami catalog and serves as the core scenario in the State Civil Protection Plan against Maremoto Risk. Disaster management planners treat the event not as a theoretical concept, but as a documented reality that dictates modern coastal safety policies.

Emergency planning across twelve coastal municipalities

A major earthquake in the Gulf of Cádiz would initially cause direct structural damage on land, including building collapses, falling facade debris, utility cuts, telecommunication failures, and blocked access roads for emergency responders. In densely populated coastal zones, those hazards would multiply rapidly if sea floor movements generated incoming waves.

The coastline of Cádiz province, alongside neighboring Huelva, represents the area of Andalusia most exposed to tsunami hazards. Civil protection plans cover a broad coastal corridor extending from Sanlúcar de Barrameda to Tarifa, encompassing twelve specific municipalities: Sanlúcar de Barrameda, Chipiona, Rota, El Puerto de Santa María, Puerto Real, San Fernando, Cádiz, Chiclana, Conil, Vejer, Barbate, and Tarifa.

Evacuation planning relies heavily on the time window between an initial tremor and the arrival of the first wave. Because tsunamis do not hit land instantaneously, emergency protocols aim to utilize this warning window to move residents away from vulnerable shorelines. Operational models in Cádiz assume a maximum window of under one hour for residents to reach safe ground.

Massive Respuesta_25 drill tested city response

To evaluate emergency readiness under tight time constraints, Cádiz hosted exercise Respuesta_25 on November 20, 2025. The Andalusian regional government described the operation as the largest tsunami drill ever conducted in Spain, mobilizing approximately 20,000 citizens and 1,000 emergency responders.

The exercise simulated a major earthquake modeled on the 1755 Lisbon disaster and triggered the ES-Alert system, which sent immediate emergency notifications directly to public mobile phones across the target area. Emergency teams tested horizontal evacuations toward inland non-floodable zones alongside vertical evacuations into upper floors of sturdy multi-storey buildings.

Specialized response units conducted water rescues at Santa María del Mar beach, simulated structural interventions on damaged buildings, executed missing person searches, and implemented protective measures for local cultural heritage items. The operational test allowed authorities to gauge exact evacuation times and identify logistical bottlenecks across the urban area.

UNESCO Tsunami Ready certification and future plans

Following the large-scale exercise, Cádiz received official Tsunami Ready recognition in June 2026 from the Intergovernmental Oceanographic Commission of UNESCO. The designation certifies that the provincial capital maintains active warning systems, clearly marked evacuation routes, structured public education campaigns, and specialized hazard response plans.

The international award made Cádiz the first provincial capital in Spain to earn Tsunami Ready status. It followed the municipality of Chipiona, which in 2024 became the first Spanish community to achieve the UNESCO certification after building dedicated evacuation paths, emergency signage, and community training programs.

Cádiz City Council is moving forward with additional safety infrastructure, including the installation of roughly 270 evacuation signs and six high-decibel warning sirens. Municipal officials have scheduled targeted drills for schools located between the Cortadura district and the historic center, alongside a full citywide evacuation exercise planned before the summer of 2027.

Warning signs and ongoing Atlantic seismic activity

Tectonic activity in the Gulf of Cádiz remains ongoing. In March 2025, a magnitude 4.3 earthquake struck the gulf and was felt across several coastal towns. While minor compared to historical disasters, the event highlighted the active nature of the underlying ocean fault lines.

Civil protection guidelines advise citizens who experience a strong earthquake near the coast to move inland toward designated high ground immediately without waiting for formal confirmation. Key natural indicators of an impending tsunami include an abnormal retreat of the shoreline, a sudden rise in water level, or official warning broadcasts following a seismic event.

When horizontal evacuation inland is not feasible within the warning window, safety protocols instruct residents to execute vertical evacuations into upper levels of reinforced multi-storey buildings. Emergency planners stress that while seismic events remain unpredictable, public training and clear infrastructure ensure coastal populations can respond rapidly when warnings sound.
