United States Army veteran Megan Mobbs has praised the operational strengths of Ukraine's military intelligence agency, known as GUR, highlighting its continued effectiveness following a leadership change.
Writing on the social media platform X, Mobbs stated that the agency became one of the key institutions of the war under its former chief, Kyrylo Budanov. She noted that the organisation established a reputation for determination, an unconventional approach, and an ability to adapt to new challenges.
Mobbs described the military intelligence body under Budanov's direction as decisive, adaptive, unconventional, and uncompromisingly focused on inflicting losses on the enemy. She emphasized that these core operational standards have been preserved despite the recent change in the leadership of the intelligence service.
According to Mobbs, the agency's established standard of excellence remains active today. She added that the work of the intelligence structure continues to develop, noting that its methods are studied, respected, and envied both within Ukraine and far beyond its borders.
Leadership transition and background
Mobbs highlighted not only the results achieved by GUR during Budanov's tenure, but also the agency's ability to maintain effective operations following his transition to the position of Head of the Office of the President. The Office of the President of Ukraine serves as the executive administrative body providing direct operational support to the head of state in Kyiv.
The intelligence agency, formally known as the Main Directorate of Intelligence of the Ministry of Defence of Ukraine, serves as the primary military intelligence organ of the Ukrainian armed forces, overseeing defense intelligence and reconnaissance.
The assessment by Mobbs follows earlier comments from other international defense analysts regarding the former intelligence chief. British military expert John Foreman, a former senior officer in the Royal Navy, previously described Kyrylo Budanov as a leader of a new generation. The Royal Navy is the principal naval warfare branch of the British Armed Forces.
