Arseniy Shulgin, the son of Russian pop singer Valeriya, has moved from Russia to the United Arab Emirates with his wife and young family.

His wife, Liana Shulgina, announced the relocation in a post on Telegram, confirming that the couple have now made the desert metropolis of Dubai their permanent home for more than a year.

Shulgina explained that both she and her husband had long felt an affinity for Dubai, noting that the local climate and daily pace of life appealed greatly to them. According to Shulgina, the pair initially attempted to relocate to the Gulf emirate in 2022, but they returned to Moscow shortly after that first move.

She said they understood at that point that the timing was not right for them, yet Dubai never let them go as they continued to travel back to the city repeatedly over the following years. The couple eventually took the final decision to move permanently in 2025, with Shulgina stating that Dubai has now served as their primary home for over a year.

Marriage and life abroad

Shulgin and his wife were married in August 2020. The couple share two young children, a daughter named Celine and a son named Miron.

His mother, Valeriya, whose legal name is Alla Perfilova, is one of Russia's best known pop performers. Honoured with the title of People's Artist of Russia, she has sustained a high-profile music career spanning more than three decades, releasing dozens of hit records and appearing regularly on national television.

Dubai, the commercial capital of the United Arab Emirates, has established itself as an attractive hub for international travellers and expatriates, drawing residents with its warm climate, modern amenities and extensive air connections.

Moscow bankruptcy filing

The move abroad follows earlier reports that the 27-year-old Shulgin faces the threat of personal bankruptcy in the Russian capital. A formal petition seeking to declare him bankrupt was submitted to the Arbitration Court of Moscow in May.

The bankruptcy action stems from an alleged outstanding debt totalling 23 million rubles. In the Russian legal system, arbitration courts handle corporate litigation and bankruptcy proceedings, hearing cases brought by creditors seeking the court-ordered restructuring or recovery of unpaid financial obligations.
