Britain faces a severe shortage of essential construction materials as domestic quarry reserves fall critically low, according to the Mineral Products Association.
Data from the trade body shows that demand for raw materials including sand, gravel and asphalt is drastically outstripping local supply across the United Kingdom. Sector leaders warn that without immediate planning intervention, major building projects across the country risk being delayed or shelved entirely.
Paul Adeleke, chief executive of the Mineral Products Association, highlighted the threat to national infrastructure and housing goals. "If there is no significant intervention, we will run out of the crucial minerals and aggregates the nation needs for growth, prosperity and the Government's agenda," Adeleke told The Mail on Sunday. "Nothing gets built without them: schools, houses, roads, data centres."
Severe regional shortfalls
The Mineral Products Association estimated that between 3.8 billion and 4.1 billion tons of aggregates are needed to meet UK construction demand up to 2035. Aggregates, which include crushed rock, sand and gravel, form the essential foundation for concrete, asphalt and structural engineering works.
However, figures from the industry organisation reveal that newly permitted quarry reserves remain far below required levels. In the East Midlands, local authorities approved just 10.6 million tons of newly permitted reserves between 2016 and 2025, compared with 251 million tons sold in the region during the same ten-year period.
A similar deficit has hit the South East of England, where sand and gravel sales reached 102 million tons against new reserves of only 11 million tons. In southern Scotland, planning authorities have approved just one new crushed stone quarry since 2006.
Planning system bottlenecks
Industry leaders attribute the worsening supply crisis to Britain's slow planning system, where securing approval for a new quarry or expanding existing operations can take years. The length of the planning process has severely reduced domestic supply capacity for major building projects.

Over the past decade, new critical materials projects receiving planning permission were sufficient to meet only 49 per cent of sand and gravel demand in the UK construction sector. For crushed rock, newly approved sites covered just a third of national demand.
In Britain, mineral planning applications are overseen by local mineral planning authorities. Developers must submit comprehensive environmental impact assessments, hydrogeological surveys and traffic evaluations before gaining approval to extract stone or gravel, a process that frequently takes several years.
The Mineral Products Association represents UK companies producing heavy building materials used throughout civil engineering and construction. As domestic supply falls short, the association warned that the country will become increasingly reliant on foreign imports to fulfil its basic construction needs.
Rising costs and foreign imports
The shortage of raw materials threatens to inflate building costs significantly across commercial and residential developments. Crushed stone and aggregate materials are critical components for building foundations, transport infrastructure and utility networks.
Relying on foreign imports for heavy bulk materials like aggregate significantly increases transportation costs and supply chain complexity. Imported minerals typically require transport via sea freight and specialised port infrastructure, whereas domestic quarries deliver materials directly to local construction sites by road and rail networks.
Jon Fisher, chief executive of crushed stone supplier GRS, warned of the financial consequences for upcoming developments across Britain. Fisher stated that a continued material shortage would mean "costs will spike and as a result projects would be shelved or delayed."
GRS is a major British aggregate supplier that provides raw materials and logistics to the construction industry. The UK Government was approached for comment regarding the sector's warnings.
