Peru and Mexico restored diplomatic relations on August 7 after a political rift lasting more than nine months, Peruvian Foreign Minister Carlos Espa announced.
Espa said the reactivation of diplomatic ties means Mexico will reopen its embassy in Peru and both nations will restore relations at the ambassadorial level to return to normality. He added that Peru is an institutional government that respects national and international laws.
The diplomatic break began in early November 2025 when Mexico granted political asylum to Betssy Chavez. Chavez remained inside the Mexican embassy awaiting a safe conduct, which Peru granted on August 7. Espa noted that the safe conduct was issued in faithful compliance with the 1954 Caracas Convention.
Reactions to restored ties
Former Peruvian Foreign Minister Manuel Rodriguez Cuadros wrote on social media that the ministry took a substantive step toward normalizing foreign relations while respecting international law and the United Nations Charter. Former Foreign Minister Javier Gonzalez Olaechea stated that Chavez's political asylum status must be reconsidered once her judicial process ends.
Mexican President Claudia Sheinbaum confirmed the restoration of diplomatic ties during her morning press conference and welcomed Chavez to Mexico. Sheinbaum said Peru's new government is aware of her support for former President Pedro Castillo, who remains detained at Barbadillo prison, but called the agreement a step forward. She also thanked the Brazilian Embassy for its support during the months ties were severed.
