Norway plans to give Ukraine an additional 85 billion Norwegian kroner, about $9.2 billion, in financial support for the 2027 fiscal year, matching the amount it allocated in 2026, the Norwegian government said in a statement released on Sunday.
Prime Minister Jonas Gahr Støre said Ukraine faces a difficult winter and that Norway was sending a clear signal that it will keep supporting Ukraine, both in civilian and military spheres.
He added that Ukraine's support and recovery also matter for European security, and said the government was therefore proposing to continue emergency support of 85 billion kroner into the coming year as well.
The Norwegian aid is provided under the Nansen Programme for Ukraine and is directed at both civilian and military needs.
What is the Nansen Programme
The Nansen Support Programme is a long-term Norwegian state programme under which the country funds military, humanitarian and civilian assistance to Ukraine. It was launched in February 2023 and named after Fridtjof Nansen, the Norwegian polar explorer and humanitarian who helped Ukraine in the past.
Norway funds a range of areas through the programme, including military aid, energy, support for Ukraine's state budget and reconstruction, business and private-sector development, reforms, democratic institutions and civil society, as well as select projects in nuclear safety, transport and maritime drones.
How the funding has grown
The programme initially envisioned 75 billion Norwegian kroner, around $8.1 billion, for the period 2023 to 2027. It has since been expanded several times and extended to 2030. The total financial framework for 2023 to 2030 now stands at about 274.5 billion kroner, roughly $29.5 billion.
In 2026, Norway allocated Ukraine 85 billion kroner under the Nansen Programme, split between 70 billion kroner, about $7.53 billion, in military aid and 15 billion kroner, about $1.61 billion, in civilian and humanitarian aid.
The bulk of the funds will continue to go toward military support, including purchases from Ukraine's defence industry, according to the Norwegian government's website.
Recent agreements between Ukraine and Norway
In February, Ukraine's state energy company Naftogaz signed a grant agreement worth 85 million euros from Norway for the purchase of natural gas. On 18 March, Ukraine received a $200 million grant from Norway to help fund pension payments.
In April, Ukraine and Norway signed a declaration on joint drone production. On 23 August, the two countries signed a defence agreement under the Drone Deal initiative.
