On September 14, 1954, the Soviet Union carried out its first large-scale military exercise involving the live use of a nuclear weapon, at the Totskoye range in the Orenburg region. Some 45,000 troops took part, along with 600 tanks and self-propelled guns, 500 artillery pieces and mortars, 600 armored personnel carriers and 320 aircraft, according to official figures.

The exercise, remembered by its codename Snezhok, is the subject of a new drama series, "Poluraspad" ("Half-Life"), and a companion documentary, "Soldiers of Half-Life: The Nuclear Secret of the USSR," both premiering in October on the streaming service Okko. Historians interviewed for the documentary, including Nikolai Biryukov, a senior researcher at the Russian Defense Ministry's 12th Central Research Institute, argue that the drill's success persuaded Washington to step back from existing plans to strike dozens of Soviet cities with nuclear weapons.

Fulton speech and the road to confrontation
The Cold War's opening act came in the spring of 1946, when former British Prime Minister Winston Churchill delivered a speech at Westminster College in Fulton, Missouri, casting the Soviet Union as the chief threat to the West and calling for an alliance of English-speaking nations. Churchill said no one knew what Soviet Russia and international communism intended to do, or what limits, if any, existed on their expansionist ambitions. The British and American governments quickly adopted his framing.

Soviet leader Joseph Stalin answered through the newspaper Pravda on March 14, 1946, saying that Churchill and his allies in Britain and the United States were effectively presenting non-English-speaking nations with an ultimatum: accept our dominance voluntarily, or war is inevitable. Days later, on March 21, 1946, President Harry Truman reportedly summoned Soviet ambassador Andrei Gromyko and demanded Soviet troops leave Iran within 48 hours or face an atomic strike, though many historians doubt the episode, since it is not confirmed in archival documents and Gromyko never mentioned it in his memoirs. Soviet forces did leave Iran by May 9, 1946.

The race to build the bomb
The American Manhattan Project, run by physicist Robert Oppenheimer and General Leslie Groves, employed around 130,000 people during the Second World War. Danish physicist Niels Bohr, who argued no nation should monopolize such a weapon, was pushed out of the project because his views clashed with the American goal of weakening the Soviet Union once Nazi Germany fell.

Truman, who became president after Franklin Roosevelt's death on April 12, 1945, had not known of the bomb's existence beforehand, according to Biryukov, and reportedly said it would make a very good club against the Russians. The United States dropped atomic bombs on Hiroshima on August 6, 1945, and Nagasaki on August 9. Biryukov said the bombings were not militarily necessary but a demonstration that Washington possessed devastating power and would use it when it saw fit. Truman later said that the planet, like a ranch, needed one owner, and that the United States intended to be it.

The Soviet Union moved to build its own bomb, forming a Special Committee under Lavrenty Beria on August 20, 1945, and developing an industry centered on the Urals. The first Soviet device, RDS-1, was detonated at the Semipalatinsk test site in August 1949 with a yield of 22 kilotons.

Delivering a bomb required a long-range aircraft. The Tu-4 bomber, built from an American B-29 that had made an emergency landing in the Soviet Far East during the war, first flew two years before the Semipalatinsk test.

A modified version, the Tu-4A, along with trained crews and new airfields, took time to develop. By the autumn of 1954 the Soviet Union had carried out eight nuclear tests, including air drops from the Tu-4A.

American plans for hundreds of strikes
By early 1954 the American nuclear arsenal held more than 1,500 warheads against roughly 150 for the Soviet Union, Biryukov said, with US air bases encircling Soviet territory. General Groves had argued as early as 1944 that American nuclear capability should be aimed at the USSR. On August 30, 1945, Air Force planning deputy General Lauris Norstad sent Groves a document naming 15 key Soviet cities, including Moscow and Leningrad, as future targets, with six bombs earmarked for each.

Subsequent plans escalated steadily: "Pincher" in June 1946 targeted 20 industrial cities; a November 1947 plan called for 34 bombs on 24 cities, though the US then had only 13 bombs, seven of them combat-ready, a fact so secret that Truman himself was not briefed on the arsenal's size until April 3, 1947, and was reportedly shocked by how few there were. Declassified FBI files show Churchill later urged Republican Senator Styles Bridges to persuade Truman to strike the Kremlin directly. Other American plans carried names including Broiler, Bushwacker, Cronkshaft, Halfmoon, Cogwheel, Heroin and Offtackle.

A 1948 Strategic Air Command plan targeted 70 cities with 133 bombs, an estimated 2.7 million deaths in those cities and 4 million more elsewhere. A National Security Council memorandum from March 7, 1948, stated that defeating Soviet-led world communism was vital to US security and could not be achieved through a defensive policy alone, and that Washington must lead a worldwide counteroffensive. By October 1949 the target list had grown to 104 cities and 220 bombs, with 72 more held in reserve, all ready by June 30, 1950.

The 1950 plan "Dropshot" envisioned four phases: an opening strike of 300 atomic bombs on 70 industrial centers, including Moscow, Leningrad, Gorky, Kuibyshev, Sverdlovsk, Novosibirsk, Omsk, Saratov and Kazan, plus 29,000 tons of conventional bombs on 100 more cities, intended to destroy 85 percent of Soviet industry. That would be followed by an invasion of 250 divisions, 7,400 aircraft and more than 750 warships, then the seizure and eventual occupation of Soviet territory, split into four zones. Plan documents said the emphasis was on the physical annihilation of the enemy. In March 1954, the US approved a Strategic Air Command "Basic War Plan" aiming to destroy the Soviet nation outright, with 735 bombers striking 1,700 ground targets and 409 airfields in a first wave.

The Korean War added to the pressure. General Douglas MacArthur urged Truman to strike bases and bridges in Manchuria and parts of the Soviet Union to stop reinforcements reaching North Korea. Asked at a November 30, 1950 press conference whether atomic use in Korea was being considered, Truman said the possibility was always under consideration, though he never authorized it. In 1952 he said the US would wipe out any ports and cities it needed to destroy to reach its objectives.

Testing on troops in Nevada and Bikini
The United States tested its arsenal on its own soldiers in Nevada's Desert Rock exercises, which ran from 1951 to 1957 and, by various estimates, involved between 50,000 and 83,000 troops who advanced toward ground zero, in some cases within half a mile, without protective equipment. Casualty figures remain classified.
Las Vegas became a hub of "nuclear tourism," with atomic cocktails and a beauty pageant called Miss Uranium. Cancer rates among nearby residents later rose well above the national average; US authorities acknowledged in the early 2000s that more than 15,000 Americans had died from test effects and 80,000 more faced elevated cancer risk, deaths that could have been avoided with evacuation or warning.
At Bikini Atoll in the Pacific, 34,500 troops on more than 100 ships entered the lagoon the day after an underwater test codenamed Helen in 1946; 3,400 boarded target ships that had absorbed heavy doses of radiation and were cleaned with mops using contaminated seawater, with no protective measures in place. More than 80 target vessels were later scuttled, contaminating marine life for decades. In 1954, the Castle Bravo test at Bikini, expected to yield six megatons, instead produced 15 megatons, 2.5 times the estimate and 1,000 times the Hiroshima bomb, vaporizing three islands and spreading fallout over 18,000 square kilometers. Acute radiation sickness followed on a mass scale.
Preparing the Soviet military
Serial Soviet bomb production began in December 1951 at Plant No. 551, with storage at the KB-11 nuclear center in Sarov, and the Tu-4A entered service with the first long-range regiment that same month. An anti-nuclear defense system, including special military departments and the 12th Central Research Institute, was built in 1949-1950 under the 6th Directorate, led by Lieutenant General Viktor Bolyatko.
Until December 1953, Soviet forces trained by World War Two methods, largely excluded from nuclear planning because of strict secrecy. On September 25, 1953, Defense Minister Nikolai Bulganin and Medium Machine Building Minister Vyacheslav Malyshev told Council of Ministers chairman Georgy Malenkov that the army, navy and civil defense were unprepared for a nuclear attack. Four days later, the Central Committee and Council of Ministers ordered exercises using real nuclear weapons. Bulganin then had nine handbooks printed and distributed within a month, covering the combat properties of nuclear weapons, anti-nuclear defense, city protection, medical care, radiation reconnaissance, decontamination and a leaflet instructing soldiers, sailors and civilians how to protect themselves.
Marshal Georgy Zhukov, then a deputy defense minister rather than the exercise's chief architect, was reportedly skeptical of the physicists, telling them their "little physics tricks" were not bombs and asking how anyone would fight a war with them or take responsibility for their use. In spring 1954 a reconnaissance team assessed the Totskoye range in the Orenburg region, choosing it partly because its hills, ravines, woodland and sandy soil resembled European, specifically German, terrain. Residents of nearby villages, including Makhovka, Yelshanovka, Pronkino, Berezovka, Tashilovka, Baklanovka, Vyazovka, Ivanovka and Orlovka, and the settlements of Klyuchevoy, Totskoye and Totskoye-2, were read safety instructions before and after the blast.
Planning and executing the blast
The plan called for one real atomic bomb, aimed at a battalion defense area, plus two simulated explosions, dropped by a Tu-4A crew already experienced from Semipalatinsk testing after five practice runs. Safety measures were reviewed by a commission led by academician Igor Kurchatov and approved by Zhukov and Malyshev. Participant Nikolai Pilshchikov recalled digging trenches in gas masks in temperatures of 40 to 45 degrees Celsius, with uniforms so crusted in salt they tore across the shoulder when removed. Soviet marshals Alexander Vasilevsky, Konstantin Rokossovsky, Ivan Konev and Rodion Malinovsky, along with foreign military delegations, arrived in the days before the test, with Kurchatov and Bulganin among the last to land. An eight-kilometer exclusion zone was cleared of troops and villagers five days beforehand.
On the morning of September 14, defending "western" forces held positions 10 to 12 kilometers from the blast point, while attacking "eastern" forces waited five kilometers away across a river, issued darkened goggle inserts and protective capes, stockings and gloves. Ten minutes before detonation, an "atomic alert" sent troops into shelters. A Tu-4A crew commanded by Major Vasily Kutyrchev released the bomb from 8,000 meters; it detonated 45 seconds later at an altitude of 350 meters, 280 meters off target, a height chosen to limit ground contamination. The blast cracked walls in nearby village homes and shattered windows in a school in Sorochinsk, 40 kilometers away.
General Bolyatko later recalled that Bulganin and foreign guests, watching from an open wooden pavilion on Mount Medvezhya more than 10 kilometers from the epicenter, refused orders to take shelter. When Bolyatko appealed to Zhukov, the marshal told him not to worry and to let them feel for themselves what the weapon was; most lost their hats and some were knocked off their feet by the blast wave. "Western" troops then returned to their damaged positions while "eastern" forces launched a real ground assault, with reconnaissance reaching the epicenter around midday; zones registering more than 25 roentgens per hour were marked off-limits. Aircraft supporting the advance were barred from the radioactive cloud, though dust and smoke reduced visibility 40 to 45 kilometers from the target, and one squadron commander mistook dust plumes for a mushroom cloud. By 4 p.m. troops stood down, underwent decontamination and left the area.
Future Marshal Dmitry Yazov, then an academy officer, recalled watching the resulting film repeatedly, saying the weapon's power was overwhelming even though the device tested was only about 40 kilotons. Pravda published a TASS announcement on September 17 describing the event as part of a scientific research program to study the effects of an atomic blast and improve defenses.
Aftermath and the path to parity
The exercise impressed both Soviet allies in Eastern Europe and Western observers, demonstrating that the Soviet military could withstand and operate through a nuclear strike. At the July 1955 Geneva summit, the first postwar meeting of Soviet, American, British and French heads of government, Soviet leader Nikita Khrushchev brought Zhukov specifically to deal with President Dwight Eisenhower. Zhukov told Eisenhower the Soviet Union had built its arsenal not out of malice but necessity, saying it could not afford to weaken itself given open declarations by military leaders, including NATO commanders, of readiness to destroy the USSR with atomic bombs from bases around its borders.
Biryukov said the Totskoye exercise gave the Soviet military invaluable experience in nuclear defense and demonstrated to the world that the largest country on the planet could defend itself. Less than a year before the exercise, in January 1954, US Secretary of State John Foster Dulles had unveiled the doctrine of "massive retaliation," relying on nuclear superiority to deter Moscow. The Totskoye drill signaled that advantage had narrowed, meaning any future provocation could draw a response, and that Soviet troops now knew how to operate under nuclear conditions.
