William Waack: Armed Forces Modernization Facing Huge Delay

Brazil is not part of any relevant military conflict, and that has its advantages: nobody here goes to sleep tonight worried that a loved one is at risk of losing their life in an armed military confrontation.

But this also has its drawbacks: the little attention the general public in Brazil pays to national defense and security issues and the fact that all major modernization projects for our Armed Forces are lagging behind.

This goes for the Army, Navy and Air Force. The cause of the delays, which include the vital monitoring of our land borders, is the lack of budget but also difficulties in setting priorities.

The result is an average regional power with almost zero capacity for power projection, but don’t think that the issue is having weapons to repel enemies or hypothetical invaders.

National defense today is above all access to systems, technologies and materials that have both military and civil use and that require education, training, specialization and innovation. In other words: the famous formation of human capital.

Not taking care of defense doesn’t just mean neglecting the protection of our country and our people: it means delay. That simple.
