Analysts from the US National Security Agency, the French government cyber security organization ANSSI and the Ukrainian intelligence service are assessing whether the sabotage of a satellite internet service provider was the work of Russian-backed hackers who are preparing the ground the Reuters news agency.
The digital attack on the satellite service began on February 24 between 5 p.m. and 9 a.m., just as Russian forces began entering and firing rockets, hitting major Ukrainian cities, including Kiev.
The effects are still being investigated, but satellite modems belonging to tens of thousands of customers in Europe have been taken offline, according to an official with US telecommunications company Viasat, which owns the affected network.
The hackers turned off the modems that communicate with Viasat Inc. KA-SAT satellite, which provides Internet access to some customers in Europe, including Ukraine. More than two weeks later, some remain offline, sources told Reuters.
What appears to be one of the most significant wartime cyber-attacks to date has publicly sparked Western intelligence interest as Viasat acts as a defense contractor for both the United States and its many allies.
Government contracts examined by Reuters show that KA-SAT has provided Internet connection to Ukrainian military and police units.
Pablo Breuer, a former US Special Operations Command (SOCOM) technologist, said the removal of the satellite internet connection could reduce Ukraine’s ability to fight Russian forces.
“Traditional ground-based media only reach one point. “If one is using modern smart systems, smart weapons, trying to make weapon combinations, then one has to rely on these satellites,” Breuer said.
Moscow, however, has repeatedly denied allegations of involvement in cyberattacks.
