Technological race among the great world powers is about to further expand global disparity, especially in relation to Latin America. This is the analysis of the political scientist, Eduardo Viola Professor of International Relations at Getulio Vargas Foundation (FGV) and the University of São Paulo (USP). Viola points to a significant acceleration in the development of cyber technologies and artificial intelligence (AI).
“The acceleration of the combination of artificial intelligence, quantum computing and biology is creating a new dynamic of global power. And cyber war is something that will accelerate the difference between us and the center of the world,” he says.
The analysis was during participation in the WW Special with William Waack, who debated the historical difficulties of Latin America, which faces a number of structural problems over the years.
The teacher points out that China and the United States are at the epicenter of this “decisive existential race”. Both nations find it crucial to dominate what he calls “above artificial intelligence” – a capacity that far surpasses average human intelligence.
This technological advance, points out Viola, is taking place at a much faster pace than that observed in the era of nuclear weapons.
“I think even nuclear weapons are not today the most important in terms of ‘weaponization’, in terms of weapons. The most important is artificial intelligence, quantum computing,” says the expert, emphasizing the change of paradigm in global geopolitics.
Impacts for Latin America
The scenario described by the teacher presents a worrying perspective for Latin America and other regions that are not at the forefront of this technological development.
Viola expresses a pessimistic view of the position of Brazil and other countries in the region in the world context, providing increasing distancing from technological powers.
“And in that we are increasingly behind, because they accelerate extraordinarily,” the teacher concludes, referring to the quick advance of China and the United States. He also notes that even Europe faces difficulties in remaining competitive in this new technological age.
