The United States made several diplomatic moves to postpone the vote on the proposed resolution on the conflict between Israel and Hamas proposed by Brazil and avoid the hassle of vetoing, say sources who followed the negotiations closely.
According to the CNN , the last attempts to postpone were made on Tuesday night (17), after the explosion at the hospital in Gaza, and today into tomorrow. The allegations were procedural.

The Americans’ objective was to await the results of President Joe Biden’s trip to Israel, but Brazil, which holds the presidency of the United Nations (UN) Security Council this month, had already granted several deadlines and assessed that it was time of the body to position itself.
Faced with the Brazilian decision to put the text to vote, an effort was formed to convince the Americans not to veto, in which Switzerland also participated.
The US had three demands:
- classify Hamas as a terrorist group,
- not support a ceasefire at this time,
- and guarantee Israel’s right to defense.
The last point became the most sensitive. Pressured by the approaching presidential elections, the Biden administration had no room for concessions on Israel’s right to defense.
The other countries wanted to impose conditions, such as following international conventions and not targeting civilians, and refused to give a “blank check”.
Brazilian side
Aware of the difficulties, the United States’ veto of Brazil’s proposal to resolve the Israel-Hamas conflict was already expected by members of the Foreign Ministry.
Despite the frustration that the resolution was not approved by the United Nations (UN) Security Council, the assessment of diplomats is that the result of the vote is progress.
Members of Itamaraty state that they are aware of the difficulties in aligning the interests of the powers that make up the Security Council.
However, they consider that Brazil was successful in gathering 12 favorable votes, including France and China, based on the adjustments that were negotiated in recent days.
Diplomats also considered the abstentions of the United Kingdom and Russia notable, which on Monday (16) had its proposed resolution rejected.
According to Itamaraty sources, there is no deadline for presenting a new proposal. According to diplomats, after the United States veto, the situation continues to be evaluated.
