UN member says indiscriminate Russian attacks could be war crimes

Russia’s indiscriminate attacks are prohibited under international humanitarian law and “may constitute war crimes,” UN human rights chief Michelle Bachelet told the UN Human Rights Council in Geneva on Wednesday.

Bachelet said her investigators were investigating 24 cases in which cluster munitions were used by Russia. Hospitals, water supplies and administrative buildings were hit by missiles or shelling, she said.

“The massive destruction of civilian property and the high number of civilian casualties strongly indicate that the fundamental principles of distinction, proportionality and precaution have not been sufficiently respected,” he said.

The Ukrainian people are facing a “living nightmare”, added Bachelet.

“Holliances must stop without delay,” Bachelet said. “Today, I ask the Russian Federation to heed the clear and strong appeals of the General Assembly and this Council and act immediately to withdraw its troops from Ukrainian territory.”
