A new crevice of hope opened yesterday (Tuesday 29/3) at Constantinople during the last round of talks between Moscow and Kievthe fourth in a row.
The talks, which lasted almost four hours, discussed for the first time the substance of the neutrality regime requested by Moscow from Kyiv, while shortly after the end of the talks began to come to the fore and the first hopes for a possible Putin-Zelensky meetingwhich would obviously seal an agreement between the two sides.
The positions of the two sides
According to information, the Ukraine proposed a neutral regime in exchange for security guarantees, at a time when the Russians had pledged to withdraw troops from Kyiv, something that did not convince the Americans.
The 5 points of the Ukrainian proposal

Analytically τα 5 Ukrainian requests allegedly leaked:
- The guarantors will intervene if Russia attacks after three days of consultations. They may supply weapons or impose a no-fly zone over Ukraine
- In return, Ukraine becomes a non-aligned, non-nuclear state with no foreign bases but can join the EU.
- Ukraine and Russia will discuss the Crimean regime for the next 15 years. Ukraine will not use force to resolve the issue
- Putin and Zelensky will personally discuss the Donbas controversy.
- Ukraine will hold a referendum on the agreement. If the people approve it, then the guarantors will pass it through their individual parliaments.
The guarantor countries, according to the Ukrainians, will be eight, among them Turkey. The Crimean issue will be discussed separately.
THE Russia For its part, it has pledged to reduce its military operations in Kyiv and Chernihiv in the north of the country.
On the Russian side, the meeting of the two sides was constructive and they noted that Moscow took two steps closer to Kyiv. The proposals of Ukraine, as it was duly stressed, will be conveyed to Vladimir Putin.

Hopes for Putin-Zelensky meeting
Although there is skepticism on the part of Ukraine about the real intentions of the Russians in the part of the negotiation, the statement that Russia views the organization of a meeting between the presidents of Russia and Ukraine is hopeful, Vladimir Putin and Volodymyr Zelenskyif, as they say, a bilateral treaty will be signed by the foreign ministers of the two countries.
This was stated yesterday by the adviser of the Russian president Vladimir Medinsky, who leads the Russian delegation in the talks with Ukraine, as reported by the Russian agency TASS.
