The 28 passengers include six crew members and one or two children, the agencies said.
Two helicopters are looking for the plane that, according to various sources, may have crashed into the sea or crashed to the ground near a coal mine near Palana.
The Interfax news agency quoted the local meteorological center as saying that there was cloud in the area.
