Russian President Vladimir Putin has requested and been instructed by the upper house of the Russian parliament (Federation Council) to use the country’s armed forces abroad, following the official recognition of the two regions of eastern Ukraine, the “Donetsk People’s Republic”. (DPR) and the “Luhansk People’s Republic” (LPR).
According to Reuters and Russia Today, addressing the House in the afternoon session, one of the country’s deputy defense ministers said that Russia had no other choice and asked for the approval of the deployment of military forces abroad.
Ahead of the vote, committee representatives said they supported the mandate, saying troops could be sent to Donbass as peacekeepers. Valentina Matvienko, President of the Council of the Russian Federation, said the troops would “create normal living conditions and ensure security” there.
The House then unanimously voted in favor of the Russian president’s request.
The decision has immediate effect, as stated by one of the deputies who took part in the discussion of the request.
According to Reuters, the order allows Russia to build military bases there, deploy troops, agree on a common defense stance and boost economic integration.
The treaties were ratified on Tuesday by both houses of the Russian parliament, as well as by the legislatures in Donetsk and Lugansk. Putin explained his decision in a televised speech later in the day, blaming Kiev and claiming that Ukrainian authorities were trying to end the years-long conflict by force rather than through negotiations.
“They are not interested in peaceful solutions – they want to start a Blitzkreig,” Putin said. “Every day they gather troops in Donbas.”
