Minister Walton Alencar Rodrigues, of the Federal Audit Court (TCU), determined, this Monday (4), the inspection of possible irregularities in the Ministry of Education (MEC) in the distribution of resources and in the privileged access of two pastors to the folder budget.
The case was opened after the newspaper “O Estado de S.Paulo” revealed that two pastors would form a kind of “parallel office” at the MEC and would act as intermediaries for mayors with the ministry.
After that, “Folha de S.Paulo” revealed an audio in which the then Minister of Education, Milton Ribeiro, stated that answering the request of one of the pastors was a “special request” by President Jair Bolsonaro (PL).
Last week, the TCU had already decided to open, at the request of Minister Vital do Rêgo, an inspection of the structure of the MEC, which is responsible for transferring public resources to the municipalities.
Rodrigues, however, understood that the inspection authorized last week is broader and that it is necessary to carry out a more focused inspection.
“Otherwise, as the scope of the inspection approved by the Plenary is greater than the issue dealt with in these records, it is more appropriate that the investigation to be carried out in the present representation be initiated as soon as possible and, in this way, grant subsidies for the most comprehensive inspection”, said the minister.
“For these reasons, I consider it necessary to carry out an inspection to investigate irregularities in the management of voluntary transfers from the MEC and the FNDE regarding the undue interference of private agents in the release of public resources in the area of education”, said Rodrigues.
The inspection will be carried out by the Court’s Secretariat for External Control of Education, Culture and Sport.
Rodrigues stated, in his decision, that “the seriousness of the facts requires immediate action by this Court, and it is not prudent to postpone the investigations for the inspection process yet to be initiated”.
