TCE orders RJ government to suspend payment to laboratory that failed HIV tests

The State Court of Auditors (TCE) ordered the suspension of payments made by the State of Rio de Janeiro to the PCS Saleme laboratory, responsible for errors in HIV tests, which resulted in the infection of six transplanted people.

The decision was taken after the TCE identified that payments would normally occur through the Health Foundation, even 3 weeks after the incident came to light and the arrests of those responsible were made.

The report provides a detailed investigation of Fundação Saúde’s accounts, including transactions with other suppliers, to highlight a series of irregularities, such as high amounts transferred in a questionable manner, including around R$29 million (R$29,297,729.10) made in just a single day.

The TCE listed a series of irregularities to suspend payments made to PCS Saleme by the Health Foundation, including:

  • family ties with political agents;
  • contracts and tenders without the use of TACs;
  • links between members of the Fundação Saúde board of directors with members of PCS Saleme;
  • appointments and contracts of doctors in UPAs without due transparency;
  • deficiency in legal and governance control;
  • connection with a relevant political figure from Nova Iguaçu (Federal Deputy, Dr.Luizinho);
  • maintenance of payments.

The PCS Saleme laboratory belongs to Walter Vieira and Matheus Teixeira Vieira, uncle and cousin of federal deputy Dr. Luizinho.

In the report, the TCE recalls the parental connection between the accused and the politician and points to the fact that PCS Saleme was initially hired by the Health Foundation, when Luizinho was still the State Secretary of Health of Rio de Janeiro.
