The tax reform on consumption to be supported by the government could benefit all sectors of the economy, in addition to not generating losses for states and municipalities, said this Wednesday the extraordinary secretary for tax reform at the Ministry of Finance, Bernard Appy.
At an event promoted by the RenovaBR group, Appy stated that the reform, which should be formed from a combination of two PECs that are already being discussed in Congress, will generate productivity gains and activity growth. Therefore, according to him, there would not be a “zero-sum” game, in which one sector has to lose for another to win.
The reform under negotiation, he explained, should unify five taxes — Pis, Cofins, IPI, ICMS and ISS — to create one or two taxes that will focus on added value, in addition to a selective tax to tax products with negative effects on the environment and health .
In the presentation, the secretary mentioned that the two proposals used as the basis for the negotiations have a mechanism to return resources to poorer families, a kind of “cashback”, which expands the redistributive character of the reform.
