The government of São Paulo accuses the union of creating bureaucratic obstacles and not cooperating for a joint solution for the Moinho favela. This Tuesday (22), state management began the removal of 11 resident families from the community, located in downtown São Paulo. The details of the action were presented at a news conference late in the morning.
When asked about the demolition or decharacterization of the homes of families removed from the site, the Secretary of Urban Development and Housing of São Paulo, Marcelo Cardinale Branco, said that “the union, which owns the terrain, ensured that it will not have a reinvasion,” and said the issue needs to stop being politicized.
“It’s been a year and a half that we’ve done this craft, I’ve had a meeting with people. They have sent these offices saying, oh, I need the operational plan, it would be convenient that you have everything for free. You have an area that is the heritage of all of us. Is we Brazilians satisfied with the use that is giving this area? Have a goodwill, ”he said.
The union owns most of the place where the families are and the assignment of the land is still in the negotiation phase. In a note sent to CNN on Tuesday, the Union Heritage Secretariat (SPU) states that “the main concern is where families will be relocated”, and that “the information so far available is not yet clear about the effective address and the delivery time of these units”.
The note also states that “the federal government supports the actions of change of families that already have a new address, such as those scheduled for this Tuesday, provided that this is the effective will of families and made without police force intervention.”
Families removal and construction of the Moinho Park
The government of São Paulo stated in a statement that the removal of families is part of a scheduled change for those who joined programs of the São Paulo State Housing and Urban Development Company (CDHU). The Tarcísio de Freitas Management Plan is to restructure the Moinho favela area and build a park on site.
On the other hand, the federal government states that there is still no forecast for the assignment of the land to the São Paulo government, which is conditioned “the guarantee of the right to housing of families living on site and depends on adjustments and complementations by CDHU/SP, in the resettlement plan sent in April this year”.
To date, the São Paulo government states that the removal plan already has 87% community adherence.
About 719 families, out of a total of 821, began the adhesion process. Of these, 558 are already qualified, that is, they are able to sign contracts and receive the keys of new houses as soon as the units are ready.
