Senator Carlos Fávaro (PSD-MT) obtained this Friday (4th) the 27 signatures to start the processing of the Proposal for Amendment to the Constitution (PEC) for Fuels, presented on Thursday night (3). The proposal authorizes the Union, states and municipalities to reduce the price of fuel, cooking gas and electricity until 2023, without the need to present a source of compensation.
However, the PEC provides for the creation of a “social fund”, which will rely on Petrobras dividends and the amount that will be collected in two pre-salt auctions scheduled for this year. The text also allows the payment of diesel aid to self-employed truck drivers and 100% gas allowance, for two months, for 17 million Brazilians.
Centrão parliamentarians and even the government leader in Congress, Eduardo Gomes (MDB-TO), stamp the alternative proposal to the text that would be sent by Palácio do Planalto. The project, however, has not yet got off the ground, given the impasse within the government around the proposal.
This is because President Jair Bolsonaro (PL-RJ) and the political wing of the Esplanada defend a PEC that authorized governors to reduce fuel taxes without indicating where the counterpart funds would come from. The measure, however, was contested for not complying with the Fiscal Responsibility Law. Managers who do not comply with the legislation can be held accountable for crimes of responsibility.
THE CNN, Fávaro said that the first to sign the PEC was the coreligionist Alexandre Silveira (MG), who had been chosen by the government to be the author of the project that would be sent to the National Congress. Assistants to the president of the Senate, Rodrigo Pacheco (PSD-MG), told the report that Silveira should be the nominee to report the matter.
